About this file
This is a Project Statement from the Michigan Department of Natural Resources (MDNR) Parks and Recreation Division seeking proposals from qualified Professional Service Contractors (PSC) for the Presque Isle State Harbor Unleaded and Diesel Fuel Tank Replacement project. The project involves replacing a non-functioning 15,000-gallon underground unleaded fuel tank and a functioning 10,000-gallon diesel fuel tank at the Presque Isle State Harbor facility located on Lake Huron. The scope includes planning, permitting, design, and contract document development for the replacement of both tanks. The project requires a minimum of two face-to-face meetings - one at project kickoff and another at the Phase 100 50% review meeting.
The project is funded through Waterways Funds appropriated in Public Act 268 of 2016 for improvements at Presque Isle State Harbor. Professional services must comply with AST above or below ground storage tank requirements and LARA underground storage tank unit regulations. The scope includes developing comparative analysis of bermed bulk fuel tanks versus above ground bulk fuel tanks options, creating abandonment and removal plans for existing tanks, and ensuring the new system maintains LARA compliance. Additional documentation including original bulk fuel tank documents, harbor design plans, and facility fuel consumption records will be made available during pre-bidding and to the successful contractor after award.

MDNR Parks and Recreation Division Presque Isle State Harbor Unleaded and Diesel Fuel Tank Replacement
Project Statement
Waterways Funds appropriated in Public Act 268 of 2016 for improvements at Presque Isle State Harbor in Presque Isle County, MI.
Presque Isle State Harbor is located on Lake Huron south of Rogers City and north of Alpena and provides a full service DNR Parks and Recreation Division operated public waterways facility located in the Presque Isle Township, Presque Isle County Michigan. Public service at the harbor includes availability of unleaded and diesel fuel. In November 2016 the 15,000 gallon underground unleaded fuel storage tank fuel leak monitoring system alarm activated. Agency staff provided an onsite inspection with further review from the harbor fuel system maintenance consultant and interpretation by the Department of Licensing and Regulatory Affairs (LARA) underground storage tank unit to assess the situation. It was determined that the fuel tank secondary fiberglass containment liner had been compromised which required the remaining fuel within the tank be removed. The existing fuel tank is 27 years old. Agency staff explored the options and costs to repair the existing tank but these options were determined to be cost prohibitive and or challenging to implement without impact to the 2017 public boating service. As a short term measure to address the issue and public service needs our agency hired a fuel service contractor for installation of a temporary 1000 gallon fuel tank that provides basic boating public fuel service until a more comprehensive improvement package and associated funding can be completed for replacement of upgrade of the existing bulk fuel tank systems. Although the existing bulk diesel fuel tank is still operating and code compliant it is the same age as the bulk unleaded fuel tank and is intended to be replaced at the time.
The DNR Parks and Recreation Division is seeking proposals from qualified Professional Service Contractors (PSC) to provide planning, permitting, design and contract document development for the replacement of the existing functioning 10,000 gallon bulk diesel tank and existing 15,000 gallon bulk unleaded fuel tank which is not functioning. The temporary 1000 gallon unleaded fuel tank and supporting equipment is intended to be retained and repurposed at a different DNR PRD waterways location. The existing fuel distribution line and system should be evaluated to ensure that with the new bulk fuel tanks, the facility will provide a fully functioning and LARA compliant system to maintain public fuel service. DNR PRD would like to conceptually explore the comparative value financially and operationally of new bermed bulk fuel tanks and above ground bulk fuel tanks options.
Interested parties shall provide a complete PSC Proposal for all required Phase 500 Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Management and Budget Contract for Professional Services, the Minor Capital Outlay Projects Request for Proposal (DMB 430) and DMB Facilities Administration, Design and Construction Division policies and procedures for the development of Contract Bid Documents and Construction Administration for:
Professional services shall include, but are not limited to the following:
1. All design shall be in compliance with AST above or below ground storage tank requirements.
2. Designs shall be in compliance permitting and procedures as required by LARA underground storage tank unit and associated permitting agencies.
3. All required permit applications, inspections and fees shall be included in the proposal.
4. The scope of service shall include all required pre-project testing and LARA underground storage tank unit testing approval (if required) for proposed improvements.
5. Preliminary estimates of construction.
6. Existing bulk fuel tank(s) abandonment and removal plan.
7. Comparative value financially and operationally of new bermed bulk fuel tanks and above ground bulk fuel tanks options.
8. Maintain inclusive, transparent and informative communications with project team.
9. Professional shall clearly document the number of meetings proposed during study, design and construction administration phases and whether the meetings are proposed to be on site, face to face, telephone or electronic. A minimum of two face to face meetings are required and are anticipated to occur at the project kick off meeting on site with the project team with the second meeting at the Phase 100 50% review meeting.
Additional information that will be made available includes original bulk fuel tank documents, original harbor design plan, and facility fuel consumption records. These documents will be available for review during the pre-bidding meeting and made available to the successful PSC following contract award.
