About this file

This is Addendum #3 issued by Sanders & Czapski Associates, PLLC for the Michigan Department of Natural Resources Parks & Recreation Division's Historic Pavilion Replacement project at Onaway State Park in Presque Isle County. The addendum, dated February 13, 2020, provides clarifications while maintaining the original bid due date of February 19, 2020, at 2:00 pm. The project is located at 3622 N. M-211 in Onaway, Michigan, and includes File No: 751/18246.GAG and Index No: 5315.

The addendum provides two main clarifications: detailed specifications for the septic system (Bid Alternate #3) including requirements for ballast installation on two 1,000-gallon precast concrete septic tanks and dosing chamber, and alternative options for the effluent pump dosing tank. Additionally, it addresses site access requirements across a seasonal stream, noting that while an existing culvert will remain available for use, any additional temporary stream crossing measures will be the contractor's responsibility and must comply with EGLE regulations. All temporary measures and associated permitting costs must be included in the contractor's bid.

Onaway (Presque Isle County), Michigan

ADDENDUM #3

February 13, 2020

Project: Department of Natural Resources - Parks & Recreation Division Onaway State Park Historic Pavilion Replacement 3622 N. M-211 Onaway (Presque Isle County), Michigan 49765

File No: 751/18246.GAG Index No: 5315

Issued by: Sanders & Czapski Associates, PLLC 109 S. Front St., Suite 210 Marquette, Michigan 49855

Date: February 13, 2020

The following information modifies, clarifies, changes or adds to or deletes from the Contract Documents. The Bid Date is not changed and remains February 19, 2020 at 2:00 pm.

Item #1) Clarification of septic system details (Bid Alternate #3):

a) Ballast for each of the two 1,000 gallon precast concrete septic tanks and dosing chamber shall be poured concrete installed around the upper perimeter of the tank with straps securing the tank to the poured concrete ballast material. As stated in Addendum #2, ballast shall compensate for the total buoyancy of the empty tank plus 800 pounds.

b) In lieu of the pre-assembled effluent pump chamber noted in Item #14b of

Addendum #2, the effluent pump dosing tank may be a 500 gallon precast concrete tank as manufactured by Cheboygan Cement Products, Inc. The pump and all components shall be as specified in Item #14b of Addendum #2. Visual alarm shall be mounted on the south wall of the building, outside of the mechanical room. All electrical to the effluent pump/dosing tank shall be in 1” conduit as noted on Drawing E-1. Any electrical conductors spliced between the dosing chamber and the building shall be made inside an electrical splice box mounted flush with adjacent grade (Quazite or equal). Box and cover to be 15,000 pound load rated, installed per the manufacturer’s printed instructions and the N.E.C. Cover to include tamper resistant bolts; furnish owner with matching removal tool. Field verify exact location with architect/owner.

Item #2) Access to the building site from the parking lot will require crossing the seasonal stream. A small culvert is located under the existing pathway, and it is anticipated that this culvert will remain. This location is available to the contractor for access to the work. The contractor shall protect this culvert from damage by construction activity. Crossing the seasonal stream at other locations is a “means and method” of construction and will be the contractor’s responsibility to construct temporary measures, such as ground matts, as needed to cross the stream. All temporary measures shall be removed upon completion and the site restored. This seasonal stream is regulated by EGLE (Department of Energy, Great Lakes and Environment) and a permit for impacting the seasonal stream will be required. A permit with EGLE has not been applied for. The cost of all temporary measures shall be included in the contractor’s bid.
