About this file

This Statement of Work document, prepared by the Michigan Department of Natural Resources (DNR), outlines dust control treatment requirements for ORV (Off-Road Vehicle) routes across four counties in Michigan's Central Upper Peninsula: Delta, Dickinson, Marquette, and Menominee. The contractor must apply an approved dust control agent to designated ORV routes to mitigate safety and visibility hazards caused by excessive dust, with treatment required a minimum of once per riding season beginning in spring/summer 2019 and continuing in subsequent years. Three dust control agents are available for selection: Calcium Chloride (176 gallons per 0.1 mile), Penetrating Emulsion Prime (218 gallons per 0.1 mile), or Magnesium Chloride (293 gallons per 0.1 mile), applied across the full 10-12 foot width of the route surface. Total treatment spans 2.85 miles across six locations (Perronville, Perronville North, Schaffer, Schaffer West, Ishpeming, and Hardwood), requiring between 5,016 and 8,350 gallons annually depending on agent selection, or 15,048 to 25,050 gallons over a three-year contract period. Bids were due Wednesday, May 8, 2019 at 3:00 p.m. local time, with all work to be completed and inspected between the last full week of May through the first full week of June of each contract year.

The contract award is to be determined based on best value to the State of Michigan, with the state reserving the right to reject any or all bids. Contractors must submit MSDS sheets, percent solution details, and application rates with their bid proposals, and must obtain DNR project manager approval prior to any agent application. Drivers operating application vehicles must possess valid Michigan Commercial Driver's Licenses appropriate for the vehicle type, with names and license expiration dates provided at time of bid. Contractors must submit a comprehensive Project Plan detailing work activities, equipment, inter-site transportation, phasing schedules, inclement weather contingencies, and criteria for second applications. The DNR project manager is Rob Katona, reachable at (906) 228-6561 ext 3048 or 906-250-9116 cell. The Department reserves the right to conduct periodic inspections and require reperformance or price reduction if services fail to meet contract specifications, or alternatively perform the work itself and charge costs to the contractor or terminate the contract for default.
