About this file

This document is an Emergency Purchase Statement from the Illinois Chief Procurement Office for the Illinois Department of Innovation and Technology (DoIT). DoIT intends to procure point of sale terminals, printers, and associated peripherals and services from vendor Aspira for the support of the Department of Natural Resources (DNR) licenses and permits sales at over 1,100 point of sale agents across the state. The equipment is necessary due to the current terminals being insecure and not supported by Microsoft, which could lead to the loss of personal and financial information. The emergency procurement will provide Aspira the ability to configure, implement, service, and support the new equipment, as well as provide the required supplies such as paper and ink. The contract term is estimated to begin on September 28, 2018 and end on December 26, 2018.

The total estimated cost of the procurement is $941,885.44. Funding will come from sources other than federal, state appropriated, or state grant funds. This emergency procurement is necessary to prevent further loss of revenue for DNR and to ensure the security of the point of sale system that handles sensitive customer data.

ExplanationForSelectingVendor: The Illinois Department of Innovation & Technology intends to procure point of sale terminals, printers, and periphery items associated with those two main items for support of the Department Natural Resources licenses & permits sales at point of sale agents across the State. Aspira, will provide service, maintenance, and supplies (ink & Tyvek paper) on this equipment. This equipment is necessary for 1,100 agents across the state to sell licenses and privileges for the Department of Natural Resources. These agents account for approximately 2/3 of all DNR sales. The old point of sale terminals currently in the field are insecure from a cyber-security perspective. Microsoft no longer supports the operating systems, and the hardware is too old to support software upgrades that would bring the terminals into compliance. These devices transmit personal information including: name, date of birth, address, social security number, height, weight, eye color, hair color, and credit card information. By purchasing the equipment from Aspira, we gain the economic benefit of them providing logistics, service and support for the equipment and a guarantee of security at the end point. Direct purchase of these machines from any other vendor would mean that DNR would need to handle these specialized services, and A special support contract would be needed to provide this service for DNR. Both approaches represent the potential for additional costs to the state and a risk to sufficient support needed by the agents who sell recreational licenses and permits on behalf of DNR.

This is a replacement of the current equipment in the field, as earlier indicated. Typically, under a new contract with most companies other than NIC USA, the vendor selected by DoIt, the state does not take ownership of this equipment. The cost of hardware, maintenance, and support is built into the contract. However, due to the situation we have been put in with a shortened length on the remainder of the current contract, and the new vendor selected NIC USA, who has stated they will not provide or support equipment (a mandatory requirement for DNR’s business), that left us with little options but to procure these devices through Aspira directly to save time on acquiring something that would work with our current system.

The need for the replacement of this equipment has already impacted DNR revenue. To prevent future loss of revenue, we need to get this emergency procurement completed as soon as possible.
