About this file

The document is an Addendum No. 1 to Invitation to Bid No. DMS-25/26-009 for Lawn Care Services issued by the Department of Management Services (DMS), covering multiple locations in Tallahassee and Tampa, Florida. The solicitation seeks a contractor to provide comprehensive lawn maintenance services, including mowing (39 annual cycles), boundary trimming, mulch maintenance, seasonal color displays, debris cleanup, and disease control applications. Bidders are not required to bid on all locations but must bid on complete facility groups, with a mandatory site visit required to ascertain specific details about each location.

The current vendor for Tallahassee locations is C&M Landscaping & Lawn, Inc., with no current vendor for Tampa properties. The previous Tampa contract was terminated. Bidders must show proof of E-Verify participation and provide identification badges for employees. The contractor will be responsible for disposing of debris and must maintain mulch at a 3-inch depth, with semi-annual mulch replacement subject to budgetary approval. Iron applications, mulch applications, and disease control should be included in the routine maintenance pricing. The bid allows for flexibility, such as using mulching mowers instead of bagging attachments, and requires monthly boundary trimming with potential additional work coordinated with the Facilities Manager.

DMS-25/26-009, Addendum No. 1

LAWN CARE SERVICES

INVITATION TO BID NO. DMS-25/26-009

LAWN CARE SERVICES – MULTIPLE LOCATIONS

QUESTIONS AND ANSWERS

Note: All written questions are reproduced in the same format as submitted by the Respondent.

NO. QUESTION ANSWER

1.

Are you able to send me the current contract showing the contract amount for each location and vendor name?

The current contracts can be viewed at the links below:

Purchase Order C5AA8C Purchase Order C5AB38

Note: these Purchase Orders do not reflect the services requested in this solicitation, DMS-25/26-009, which includes different locations and does not include irrigation.

2.

do we have to bid on all locations or is it going to be awarded on a per facility location basis?

The reason I ask is because we have teams in Tallahassee but not Tampa area.

A vendor must bid on the complete facility group but does not have to bid on all facility groups. The facility groups are listed at the top of the tabs in Attachment D – Price Sheet. For example, a Respondent must bid on both the Tampa Facilities, but does not have to bid on the Tallahassee Facilities.

3.

Could you please clarify if interested bidders must bid all locations listed in this solicitation in order for their response to be considered?

See response to Question #2

4.

reaching out to kindly request any available information regarding the previous contract or solicitation related to this opportunity.

Specifically, I’m looking for the prior contract number, award details, and any historical documentation that could help me better understand the scope and pricing expectations.

The current contracts for the Tallahassee facilities can be viewed at the links below:

we’re interested in the Tallahassee properties but not the Tampa properties. Does this bid include all of them together or are they bid out separately?

See response to Question #2

7.

In the Scope of work you require the use of _ bagging attachments for grass clippings every visit. Please can you confirm that the successful contractor is to use mowers with bagging attachments? Please note the IFAS Extension University of Florida and Pinellas BMP recommend using mulching mowers and leaving grass clippings on the lawn to act as a natural fertilizer. They do not recommend bagging grass clippings. Please advise?

If the vendor has mulching blades installed on their mowers, then the bagging of grass clippings is not required. If the vendor does not have mulching blades installed, then the bagging of grass clippings is required.

8.

In the scope of work it states that the contractor is responsible to keep the mulch at a 3-inch depth all year round. It also goes on to say that twice-yearly mulch replacement will be subject to budgetary approval. Surely if we are maintaining the mulch at 3 inches, please can you explain why there is a need to replace the mulch semi-annually?

As the mulch ages, it is replaced every six months. The 3-inch requirement is to maintain the depth throughout the year, but the mulch is added to, not replaced.

9.

For Trammel, Hargrett and Grizzle properties specifically- Who was awarded the previous contract? Please could you provide the prices awarded and confirm if their contract was cut short, if so why?

The contract was terminated for convenience by the Department. The contract can be viewed at the link below:
