About this file

This document presents clarifying questions and answers for a Request for Quotation issued by the Massachusetts Division of Marine Fisheries (DMF) for a promotional campaign supporting the Commissioners Cup, an annual saltwater fishing derby. The project scope includes production of video content featuring a specific angler and his son, with an anticipated 1 to 2 shoot days at 1 to 2 shore locations and 1 vessel location during the filming window of May 20-30. The vendor must deliver 2 teaser videos in multiple aspect ratios (16:9, 9:16, and 1:1) optimized for web and social media platforms, along with 1 to 2 infographic-type static promotional pieces. Additional deliverables may include aerial drone footage, limited still photography, and assistance with promotion and media placement strategies. The campaign is intended to launch by mid-June to support the season-long event running April through November. Filming will occur on a 20-25-foot center console vessel in southern Massachusetts, requiring vendors with demonstrated experience filming recreational angling in variable sea conditions on small vessels with minimal crew space.

The RFQ prioritizes vendors with existing knowledge and experience in the recreational fishing industry and anglers. DMF or its partners will handle talent sourcing, contracting, and scheduling for the featured angler and participants, as well as vessel provision and permitting as needed. No specific budget range was provided, though the government indicated that answers to the priority clarifications would guide proposal approaches. The vendor is responsible for contributing to site selection based on production feasibility and fishing potential. Captions are required for accessibility, and content will be distributed primarily through social media channels and the DMF website, with an example creative reference provided via an existing Instagram reel. Bidders may submit up to 5 project references or past work samples, with evaluation based on criteria outlined in the RFQ beyond those detailed in the clarifying questions.

Bid # BD-26-1046-DMF-FWE20-128540, PRF86 RFQ Commissioner's Cup Promotional Campaign

DMF Commissioner’s Cup – Clarifying Questions To support development of an accurate and efficient proposal, we’ve outlined a few priority items below that would help inform scope and cost. Additional questions are included for alignment and can be addressed as convenient.

Priority Clarifications (Impacting Scope & Cost)

· How many shoot days are expected? 1 to 2

· How many locations [shore vs. vessel] are anticipated? 1-2 shore, 1 vessel

· Will there be any filming at night? No.

· What is the anticipated number and approximate duration of teaser videos? 2

· Will final deliverables require multiple aspect ratios (e.g., 16:9, 9:16, 1:1)? Yes, ratios for web (YouTube) and verticals for social media.

· Can you provide additional detail on the scope of static promotional media (e.g., approximate number of pieces and intended formats such as print, in-store, or digital)? 1 to 2 infographic-type for social media

· Will all video content focus on the featured angler and his son, or will additional subjects and/or scenarios be included? All new footage will feature the angler and son. Possession of high-quality fishing footage (e.g. underwater footage of fish being angled and released) through past work is also desired and part of the need for experience with recreational angling promotions being listed in the RFQ.

· What are the key dates for the project, including:

· Commissioner’s Cup event date This is a season-long (April-November) event. For more details see https://www.mass.gov/saltwater-fishing-derby

· Desired campaign launch timing Preferably by mid-June

· Estimate date range in which filming may occur 5/20-30

· Could you clarify what is included in “aid with promotion and placement” (e.g., strategy only vs. execution vs. media buying)? Could apply to all three depending on budget

· Should aerial/drone footage be anticipated as part of the production? Yes

· Should we anticipate capturing still photography during production for use in promotional materials, or will static assets be developed from video and/or provided imagery? Limited still photography may be needed

· Are there any anticipated vessel or on-board constraints that may impact crew size or equipment? Filming will take place on a 20-25’ center console vessel. Space will be extremely limited, and crew must have experience filming recreational angling in variable sea conditions on small vessels independent of production staff.

· If specific scope elements are still being defined, is there an anticipated budget range that could help guide our proposed approach? Hopefully the answers above provide needed information about the scope.

Additional Context (Helpful for Alignment / Not Necessarily Required for Initial Scope)

· Are there any established creative direction guidelines, tone references, or past campaign examples to inform the approach? We recently put out this Instagram reel using existing footage: https://www.instagram.com/reel/DXPDP0CDtdU/?utm_source=ig_web_copy_link&igsh=MzRlODBiNWFlZA==

· What are the primary distribution platforms for the content (e.g., social channels, website, in-store, broadcast)? Social channels and website

· Are there any accessibility requirements (e.g., captions, translations)? Captions

· Are there any travel or geographic considerations we should be aware of? Shooting would take place in southern MA and production team should be able to contribute to the selection of the site based on ease of production and fishing potential.

Proposal & Procurement Process

· Are there specific proposal requirements (e.g., page limits, formatting, required sections)? No

· Is there a preferred number of project references or past work samples to include? Up to 5

· Are there any evaluation criteria or weighting details to be shared in advance? Not beyond those listed in the RFQ and these answers.

Assumptions (for Alignment)

· Talent sourcing, contracting, and scheduling (including the featured angler and any participants) will be handled by DMF or its partners Correct

· Vessels, operators, and any required permits will be provided by DMF If needed

· No permits or licenses are required on behalf of contracted vendor Correct
