About this file
This is a Pre-Proposal Addendum issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, for the F.J. McLain State Park electrical and water system replacement project in Lansing, Michigan. The addendum provides clarifications and additional information following the mandatory pre-proposal meeting held on April 8, 2025. The project encompasses two primary scopes: Scope #1 involves campground electrical replacement, and Scope #2 addresses day use beach house new well and water system upgrades. The proposal due date is April 24, 2025. The addendum clarifies expectations regarding on-site construction inspection, noting that full-time inspection is not anticipated; instead, bi-weekly progress meetings corresponding with site inspections are expected, with frequency determined by purpose-driven needs rather than routine schedules. The document specifies that proposers should clearly identify what services are included and at what point additional services would require request.
The addendum provides technical clarifications relevant to project planning, including confirmation that three-phase power is not currently available at the beach house, with only single-phase 120V or 240V assumed but not confirmed. Regarding utility infrastructure, the Park believes that transformer and primary conductor capacity equipment are utility-owned (Ontonagon REA) up to the meter. For Scope Item 1, Phase 300, the addendum confirms that while formal 50% and 90% submittals are not required, a minimum two-step iterative process is anticipated, with the number of steps dependent on the completeness of preliminary draft efforts presented in a collaborative team format. Acknowledgement of this addendum, properly signed, must accompany all bidder proposals for submission validity.

STATE OF MICHIGAN Date Issued:April 21, 2025 Department of Technology, Management and Budget Index No(s): N/A State Facilities Administration File No: 751/24242.TAP 3111 W. St Joseph St. Lansing, MI 48917 Department: Natural Resources P.O. Box 30026 Project Name: F.J. McLain State Park - Lansing, Michigan 48909 Replace CG Elect & Day Use Water Syst Subject: PSC Proposal Proposal Due Date: April 24, 2025
PSC PRE-PROPOSAL ADDENDUM NO. 1
TO: All Interested Parties
SUBJECT: Revision to RFP Soliciation Notice and Project Statement
INTENT: This Addendum is issued to provide additional information and clarifications to proposers as requested, after the mandatory pre-proposal meeting conducted on April 8, 2025.
Item 1 – Attached is a copy of the Attendance Record from the online Mandatory Pre-Proposal Meeting.
Item 2 – Clarification –
Question: Could you please provide some input of what level of on-site construction inspection you would be looking for Phase 700. Are you looking for full time inspection?, part time (2-3 days a week)?, or a combination? (Full time for underground utilities, part time for aboveground building, plumbing, mechanical, and electrical work, etc.). Also confirm if your answer applies to both Scope #1 -Campground Electrical replacement and Scope #2 – Day use Beach house new well and water system upgrades. Or if it would be different for each project.
Response: A full time construction inspector onsite during construction is not anticipated to be necessary.
Minimally our experience is that PSCs attend bi-weekly progress meetings that correspond to site inspections on most projects, while the expecation (See Project Statement Proposal Requirement 3b) is that purpose driven frequency will prevail over routine driven frequency. Ultimately, what we will look for is how clearly the proposal identifies what is included and why, and at what point additional services would need to be requested. This reply is relevant to both Scope #1 and Scope #2, and different levels of inspection are understood to be a possible outcome just as easily as they may be the same.
Item 3 – Clarification –
Question: Can you confirm what type of power is available at the existing beach house? Is it just 120 V Single phase or is there a 3 phase 480 volt available?
Response: 3-phase power is not currently present. Single phase 120V or 240V is assumed but not confirmed.
Item 4 – Clarification -
Question: The project statement indicates evaluation of utility transformer and primary conductor capacity. Is this equipment owned by the utility or by the MDNR?
Response: The Park believes those items to be utility owned (Ontonagon REA) up to the meter.
Item 5 – Clarification -
Question: Please confirm that a formal 50% and 90% submittal are not required for Scope Item 1, Phase 300.
Response: As the scope indicates, an iterative process is anticipated with performance goals and commensurate output in mind, and will involve the PSC presenting information gathered in a preliminary form that is then used in a collaborative team format to sort out the basis for the foundation of design. So whether formal or not, a minimum of a 2-step process should be anticipated, with the total quantity of steps necessary relying on the completeness of the draft efforts brought to the table.
Here ends PSC Pre-Proposal Addendum No. 1.
ACKNOWLEDGEMENT: One copy of this Addendum, properly signed in the space provided below, must be acknowledged and returned with the bidder's proposal for submission of a valid proposal. The changes and information shall become part of the contract documents. (Authority: 1984 PA 431)
