About this file
This document is a Pre-Proposal Addendum issued by the Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration related to a solicitation for Professional Services Contractors (PSCs) for utility improvements at Lake Gogebic State Park and Porcupine Mountains Wilderness State Park. The addendum revises the proposal due date from February 2, 2023 to February 16, 2023 and extends the deadline for questions to February 9, 2023. It provides clarifications and additional information on the project scope, including replacing the potable water distribution system at Lake Gogebic State Park and replacing the electrical system at the Union Bay Campground in Porcupine Mountains Wilderness State Park. The scope includes evaluating existing infrastructure, providing new electrical services and panels, upgrading campsites to 20/30/50 amp pedestals, and providing new electrical service to yurt locations and an overflow campsite.
The solicitation is for professional services to support these utility improvement projects at the two state parks, which are located in Delta County and the City of Menominee. Interested PSCs must attend a mandatory pre-proposal meeting and submit their proposals by the revised due date. The DTMB will review the proposals and award a contract to the selected PSC. No additional details on pricing, set-asides, incumbent contractors, or funding sources are provided in this addendum.

iv. Provide conceptual design of campground power plan which provides only 20% of electrified campsites as 50-amp.
a. Provide campground map with targeted 50-amp sites.
v. Review full hook up analysis from water and sewer. Discuss location and electric capacity considerations for this

A request/complaint by a contractor employee or subcontractor warrants an interview. Interviews shall not be conducted any less than quarterly unless the job is suspended or in seasonal shutdown. Each project should not have any less than 2 interviews.
6. PSC shall promptly notify the Contractor of non-compliance issues. Unresolved non-compliance issues at the time of Contractor Payment Request/Voucher review may be addressed by withholding payment(s) sufficient to cover any unpaid prevailing wages owed to workers or to suspend payment until violations have been resolved. PSC shall notify DTMB Project Director and DTMB Field Representative at the time of payment review if non-compliance issues exist.
7. PSC shall seek guidance and refer any guidance needed by Contractors as to Davis-Bacon Related Act

9. Maintain an organized electronic file of the Certified Payroll submittals and any interview reports, etc. as part of the Project File. Submit entire file to DTMB DCD with the Contractor’s Final Payment Request as a closeout document.
10. DTMB will be the point of reference for guidance related to the performance conditions of this scope without being the resource for DBRA process, interpretation, performance or compliance. The US Dept of Labor is the resource for DBRA assistance. DTMB intends to support the PSC regarding actions toward the Contractor for non-compliance and payment withholding.
