STATE OF MICHIGAN Date Issued: April 23, 2025 Department of Technology, Management and Budget Index No(s): N/A State Facilities Administration File No: 472/24459.TAP 3111 W. St Joseph St. Lansing, MI 48917 Department: Corrections P.O. Box 30026 Project Name: Baraga Correctional Facility - Lansing, Michigan 48909 Exhaust Fan & Smoke Purge System Study Subject: PSC Proposal Proposal Due Date: May 1, 2025

PSC PRE-PROPOSAL ADDENDUM NO. 1

TO: All Interested Parties

SUBJECT: Revision to RFP Soliciation Notice and Project Statement

INTENT: This Addendum is issued to provide additional information and clarifications to proposers as requested, after the mandatory pre-proposal meeting conducted on April 15, 2025.

Item 1 – Attached is a copy of the Attendance Record from the Mandatory Pre-Proposal Meeting along with eight (8) photos taken during the post-meeting site walkthrough.

Item 2 – Revision – In the Project Statement, the second paragraph of the PROJECT DESCRIPTION/SERVICES REQUESTED section shall be revised as follows (items in blue italics are added, items in red strikethrough are deleted):

This project includes completing a study of these systems within 7 housing units. Aging equipment and control systems, from vintage late-1980s, need to be assessed for functionality, current capacity, code compliance and replacement.

Improvement of HVAC exhaust system (not shower exhaust system) ventilation and capacity to meet agency operating and control requirements, regulations and current codes is desired. Specific concerns to address odors, smoke and shower exhaust upgrade from manual to automatic smoke purge activation shall be included at a minimum. The study shall include review of ventilation system upgrades in progress for a current shower replacement project to factor into the report of existing conditions and upgrades in progress. Recommendations may be required to address buildings that have shower upgrades and those that do not yet have upgrades. Under that shower upgrade project, the designer was tasked with providing added/increased ventilation to meet a target of 3-times the required ASHRAE requirement for that application. The study shall review and consider MDOC electrical, mechanical and smoke purge guidelines/standards (included as attachments) as references in relation to system shortfalls and improvements needed. Finally, it is currently understood that the systems of interest are supported by generator backup during power outages in 3 of the 7 housing units, and but upgrades to support backup of systems in all housing units during power outages is desired being reviewed separately by others. The study shall provide cost estimates for all options and recommendations for systems upgrades, which may include both PSC-suggested and Owner-requested options that may exceed code and regulatory requirements. Cost estimates shall include identifying and comparing maintenance and life-cycle costs between the options, and not only the initial capital improvement costs. The study shall include research and identify the potential for energy rebates (Nat. gas – SEMCO; Electricity – Village of Baraga) related to recommended options and improvements in the study.

Item 3 – Revision/Addition – Revise the Project Statement ATTACHMENTS list to include the following items which are hereby included in this addendum:

4. MDOC Electrical Guidelines/Standard (reference only)

5. MDOC Mechanical Guidelines/Standard (reference only)

6. MDOC Smoke Purge Guidelines/Standard (reference only)

Here ends PSC Pre-Proposal Addendum No. 1.

ACKNOWLEDGEMENT: One copy of this Addendum, properly signed in the space provided below, must be acknowledged and returned with the bidder's proposal for submission of a valid proposal. The changes and information shall become part of the contract documents. (Authority: 1984 PA 431)
