About this file

This document outlines mandatory invoice requirements and submission policies established by the Department of Military Affairs (DMA) for vendor payment processing. All invoices submitted to DMA must include 15 specific required details: vendor name, address, and phone number; point of contact; invoice date and number; applicable contract or eVA number; order date; ordering individual's name; job or work order number; complete physical address of the job location; service or delivery date; payment terms; itemized services and supplies with quantities, descriptions, and unit prices; and total amount owed. Invoices must be submitted within 365 days of completion or delivery of goods and services to the appropriate agency point of contact.

DMA reserves the right to require verification of purchase orders, delivery dates, and additional supporting documentation for invoices submitted beyond the one-year deadline. If DMA has made multiple unsuccessful contact attempts with a vendor within 365 days after goods or services have been completed or received, the agency may decline payment obligation. Any payment consideration after 365 days remains subject to certification of available cash, appropriations, and allotments; if sufficient funds are no longer available, DMA is not obligated to remit payment. This policy became effective July 27, 2026. The related contract opportunity involves the Fort Pickett Forestry Department's request for delivery of 250 tons of #3 VDOT specification stone to the quarry located at Fort Pickett in Blackstone, Virginia 23824.
