About this file

This document comprises Questions and Answers (Q&A) and Addendum No. 1 for ITB DMA-ITB-356, issued by the Florida Department of Military Affairs (DMA) for a fencing and concrete pad project at Camp Blanding Joint Training Center (CBJTC) in Starke, Florida. The project scope includes design and installation of a 100' x 100' x 5" concrete slab with 66 welded wire fabric (WWF), a 6-foot-wide sidewalk with thickened edge connecting to the pad, perimeter fencing (galvanized chain link, 6 feet high, 2" mesh), one gate at the sidewalk location, and approximately 75 satellite equipment tie-down anchor points. The mandatory pre-bid site visit was scheduled for July 9, 2026, at 10:00 AM EST. The original bid due date was July 29, 2026, at 4:00 PM EST, but Addendum No. 1 amended the bid opening date to Wednesday, August 12, 2026, at 4:00 PM EST, with posting of the intent to award on Thursday, August 13, 2026, by 5:00 PM. The Q&A document addresses 50 bidder inquiries covering concrete specifications, fencing placement, site conditions, testing requirements, security procedures, permits, insurance, bonding, and scheduling constraints. Written questions were due July 17, 2026, at 2:00 PM EST, with responses posted by July 20, 2026.

The concrete specification requires a 3,500 PSI mix design with no fly ash from a ready-mix supplier, with ACI standard compliance, compaction at 95% density under the slab, and contractor-furnished third-party geotechnical and concrete testing services. The fencing is to be installed outside the slab perimeter in native soil with posts and gates per CBJTC standards. No permits are required for the project, though the contractor must obtain any materials or fill as needed. General liability insurance of $100,000/$300,000/$100,000 is required; a 5% bid bond (for bids exceeding $100,000) and performance and payment bonds per Florida Statute 255.05(1) are mandatory upon contract award. The estimated project budget is $80,000, and construction time is 30 days from Notice to Proceed (NTP) issuance, with liquidated damages of $150 per day for delays past the 30-day deadline. A one-year warranty applies to all work. The contractor has 14 calendar days following award to submit all required documentation before NTP issuance. All materials must comply with federal Buy America requirements under the Infrastructure Investment and Jobs Act. The contractor must submit an Access Control Roster (ACR) listing all employees for background clearance (approximately 5 business days) and work Monday through Friday, 7:00 AM to 5:00 PM, including alternate work schedule Mondays.

FENCING & CONCRETE PAD

FOR SASMO VSAT

Camp Blanding Joint Training Center

Questions and Answers

Questions and Answers

The Department has received the following questions and the Department’s answers are provided in the table listed below:

No. Question Answer

1 Can you confirm whether the fence line is only enclosing the 100' x 100' concrete slab, or if the fencing extends beyond that footprint? I want to make sure I’m estimating the correct perimeter and gate placement.

The fenceline is only enclosing the 100’ x 100’ concrete slab.

2 Will this project require temporary fencing during the construction phase to secure the perimeter?

No. Temporary fencing is not required during the construction phase of this project.

3 Galvanized chain link or black or green vinyl?

What’s the height of the fence?

Per Attachment G & Attachment H of the Invitation to Bid Solicitation:

"The chain link fabric shall be galvanized, coated 2" mesh with tens wire at the bottom."

"Security-type fence must be at least 6 feet high."

All information can be found on the Vendor Information Portal at the following link:

https://vendor.myfloridamarketplace.com/search/b ids/detail/16355

4 Could you please confirm whether a permit is required for this project?

The SASMO pad and fence project (DMA-ITB-346) does not require a permit. The bid package is a standard package that is re-used for multiple projects and may contain information that does not apply to this specific project. This is common in the construction industry, so we apologize for any confusion.

No Permits are required. However, the CBJTC Construction department will inspect QC and approve the project progress.

All standard concrete practices will be followed, and the ACI standards must be met. All densities and break tests shall be submitted to the group email for approval by the Project Manager, Mrs.

Suzanne McRee.

5 As for concrete testing, what frequency, i.e.

how often should we sample and how many samples do you require? Do you have a specification, or would you like for us to provide one?

Per the governing ACI standards, this project is one set of 4 cylinders.

The concrete specification shall be a submittal, and we will review your mix design from the concrete plant.

Our expectation is a 3500 PSI mix design with no-fly ash.

We want a standard mix design, NO onsite mixing.

6 Has a sample of the existing material for LBR And Proctor been taken or will that be the responsibility of the contractor?

A sample has not been taken, and it will be furnished by the contractor.

7 Is there a certain elevation that this slab will need to be built to?

Elevation is not specified. Specification is the slab must be flat, level, and square.

8 Will expansion joints be required in the slab? or will there be a minimum sawcut joint layout?

Expansion joints are not required.

9 Who will be responsible for locating electrical conduits in the wall to be cut?

CBJTC/Project Manager will be responsible for locating electrical conduits in the wall to be cut.

10 Do we have details for the sidewalk? What is the length or LF of the sidewalk needed?

We did not provide the LF of sidewalk needed but instructed that the sidewalk would cover the distance from Single-Man Door located on the side of the building and adjoin the new concrete slab at the gate.

11 Do we have an idea of the current elevation of the site in relation to where the slab will be?

(We'd like to know if this is light grading and compaction or if this is a major earthmoving project to prep for the slab)

Exact elevation is not documented

12 What is the type of fill on site?

Clean Fill

13 Is there a geotechnical report? As this slab requires 98% density for compaction, we may need additional stabilization methods beyond just compaction.

There is not a geotechnical report

14 What is the fence height?

Fence height is 72” with specific requirements noted on Attachment H – Fencing Requirements of the Solicitation

15 I am a surety agent working on a bid bond request for the referenced project. Can you confirm if the warranty is one year, and if there are any liquidated damages for delay?

Warranty is for one year. Yes, there are liquidated damages for delay if Substantial Completion does not occur by the Substantial Completion Date.

16 Can you advise the per day liquidated damages?

$250.00 per day

17 Can I get a copy of any addenda that have been released to date?

What is the estimated construction budget?

Can I get a copy of the plan holder’s list if available?

All the information you are requesting can be found on the Vendor Information Portal at the following link:

https://vendor.myfloridamarketplace.com/search/b ids/detail/16355

Please visit the above website and download the Solicitation File for detailed information.

https://vendor.myfloridamarketplace.com/search/bids/detail/16355 https://vendor.myfloridamarketplace.com/search/bids/detail/16355

18 What is the expected start date for construction?

Once the bid is awarded and confirmed, Certificate of Insurance(s) received and verified, a NTP/Pre-Construction meeting will be held.

A purchase order will be issued after the NTP/Pre- Construction meeting.

There is nothing at the site that will prevent the work from beginning immediately upon completion of the bid process.

19 The solicitation package appears to contain TWO documents each labeled 'Attachment G' and TWO documents each labeled 'Attachment H'. Please confirm which version of each attachment is the CONTROLLING document that bidders should rely upon in preparing their bid, and how DMA will reconcile any inconsistencies between the duplicates.

Page 3, Table of Contents, correctly identifies Attachments G & H as the “Scope of Work & Site Map” and “CBJTC Fence Standards”, respectively. It also identifies Memo M-22-11 as Attachment I and M22-062 as Attachment J, which are incorrectly labeled in the actual attachments. The controlling document is the Table of Contents and the corresponding attachments.

20 Is this project funded in whole or in part by Federal financial assistance, and are the Build America, Buy America (BABA) provisions of OMB Memo M-22-11 as referenced in Attachment I applicable to this contract?

We do follow the (BABA) on our projects. There are not any other requirements for payroll or materials.

21 In an effort to help align the bid with the anticipated $80,000 project budget referenced in Section 4.4, Multicon respectfully proposes to substitute macro-synthetic fiber-reinforced concrete (FRC) at

4.0 lb/CY dosage in lieu of the specified 6×6 W2.9×W2.9 welded wire fabric (WWF). The proposed substitution is structurally equivalent for a 5″ slab-on-grade of this loading class, eliminates the risk of WWF sinking to the bottom of the slab during placement, and results in an estimated total bid reduction of approximately $7,600. Multicon will pay for a Florida P.E. review letter confirming structural equivalence if required by DMA. Will DMA consider this Value-Engineering substitution?

We may accept VE when it is accompanied by the supporting documents. Must meet original intent.

22 The Scope of Work specifies a 5″ slab with 6×6 WWF and 3,000 psi concrete but does not describe the required slab-edge design. Please confirm: (a) Is a thickened perimeter edge required (a portion of the 6′-wide sidewalk detail suggests thickened edges are part of the standard)? If so, what are the required depth and width of the thickened edge?

(b) Is any perimeter grade beam or footer required to support the security fence system, or is the fence installed independently outside the slab (see Category 4 below)?

Yes, a thickened edge is required. The edge should be an 8"x8" thickened edge sloped back to the 5" depth

Nothing other than the thickened edge with (2) two # 5 rebar runs.

23 Has DMA/DPW confirmed that a 3,000 psi ready-mix design is satisfactory for the intended use of this slab? Specifically, if the SASMO facility is upgraded in the future to

The psi has been raised to 3500psi mix. Fiber may be accepted depending on dosage, must be submitted for approval. The #5 rebars remain in the thickened edge.

support ride-on forklift traffic (or similarly heavy wheeled equipment for pallet-based satellite gear movement), will the 3,000 psi mix still be satisfactory, or should the base design be upgraded now to 4,000 psi or 5,000 psi to preserve future loading capacity?

24 The SOW requires compaction to 98%. Please confirm whether the contractor is required to furnish independent third-party geotechnical testing reports (e.g., modified Proctor, in-place density tests), or whether DMA/DPW will procure independent testing at no cost to the contractor.

The testing is on the contractor to obtain from a licensed Geotech firm. The compaction rate should be 95% under a slab.

25 Are third-party concrete testing services (slump, air content, temperature, 7-day and 28-day compressive-strength cylinders per ACI standards) contractor-furnished or Owner-furnished?

Contractor furnished

26 The SOW references contractor-prepared design drawings submitted to DPW Construction prior to work. Please clarify: (a) What SPECIFIC drawings are required (site plan? slab structural? fence layout? electrical?

all of the above?); (b) What level of detail is expected (schematic, design development, construction documents); (c) Must drawings bear a Florida Professional Engineer's seal; (d) What is the DPW submittal review turnaround time?

No drawings are required. DPW will inspect for Quality Control prior to placing concrete.

Submittals are required for any material

27 For the four (4) 'in-use exterior wall sleeves' called for through Bldg. 4190 (quantity confirmed at Pre-Bid Site Meeting), Multicon has priced the STI Fire Barrier Pathway EZDG844S2 unit per DPW suggestion. Please clarify: (a) Functional purpose of each of the four (4) 8-pathway units — is each pathway intended to carry ONE cable each (yielding 32 total cable pass-throughs), or are multiple cables permitted per pathway? (b) Given each STI EZDG844S2 requires a rectangular saw-cut opening approximately 14″ × 23″ through the CMU wall of Bldg. 4190, are ALL FOUR openings still required?

YES

28 Four openings of this size in one wall raises structural-integrity concerns: is any wall reinforcement, lintel, or engineered opening required, and will DPW engineering review the wall-modification detail?

These sleeves are installed in a non-structural portion of the building.

29 Who is DPW Construction (Department of Public Works — Construction Division?), and what is their submittal review process and turnaround time for the sleeve product?

The submittals should be reviewed and returned in 1 to 3 working days. All submittals shall be sent to the DPW group email:

ng.fl.flarng.list.cbjtc-dpw-construction@army.mil mailto:ng.fl.flarng.list.cbjtc-dpw-construction@army.mil

30 Are there preferred alternate manufacturers or models (e.g., Nystrom, Roof Products, Pipe Shields Inc.) if the quantity or size can be reduced?

The products listed in the solicitation are a "Basis of Design", other products may be acceptable.

Any suggestions will be evaluated by DPW. The size was determined by the cable plug size.

Reduction in size is most likely not going to be approved.

31 Is the contractor responsible for surveying and laying out the SLAB footprint itself (100'×100')?

If so, is a licensed FL surveyor required, or is contractor field-measurement adequate given that the slab is a simple rectangle referenced from existing site features?

If the contractor is competent enough to do the proper layout, then they may. The slab must be flat, level, and square.

32 Please confirm the exact sidewalk length from existing pavement to the slab, and the specific horizontal alignment / routing. Currently assumed at 25 LF pending verification at the pre-bid walk. During the Pre-bid Site Meeting, Contractor measured 20 LF from the E side of the propane tank slab / W edge of the new 100'×100' slab to the E edge of the asphalt drive leading to the overhead door on the N side of Bldg. 4190. Please confirm these are the correct start/finish points.

The exact measurements are to be confirmed by the contractor after slab layout. The exact position of the slab will be verified on site prior to formwork.

33 Neither Attachment G (Scope of Work) nor Attachment H (Section 02444 Chain-Link Fencing and Gates) specifies the spatial relationship between the security fence line and the 100′×100′ concrete slab. Please confirm whether the fence is to be installed: (a) OUTSIDE the slab perimeter (posts in native soil, some horizontal clearance between slab edge and fence line), or (b) INSIDE the slab perimeter (posts drilled through the slab and set in concrete-filled holes with the slab as the finished surface up to the fence), or (c) DIRECTLY ADJACENT (posts set immediately at the slab edge with no clearance).

At Pre-Bid Site Meeting, DPW (Jeffrey Collins) stated verbally that the fence is to be located OUTSIDE of the perimeter of the slab. Please confirm this direction in writing via addendum.

34 Section 4.13.3 of the ITB references a bid bond 'if applicable.' Please confirm whether (a) a bid bond is required at submission, and (b) a Performance & Payment Bond is required upon award. If yes to either, at what percentage?

[AGENDA §6 & §12] The Pre-Bid Agenda confirms the following in writing:

(a) BID BOND: For bids more than $100,000.00, a 5% bid bond, certified check, or cashier's check IS REQUIRED at submission.

(b) PERFORMANCE & PAYMENT BONDS:

Required for contracts over $100,000.00 pursuant to Florida Statute 255.05(1). Proof of insurance is required within 10 days of contract award.

Bidders request written confirmation of the P&P bond percentage (assumed 100% / 100% per FS 255.05).

35 Is DMA to be named as an Additional Insured on the contractor's General Liability policy, and

YES

are Waiver of Subrogation and Primary/Non- Contributory endorsements required?

36 Section 4.7.3 requires GL insurance at $100K/$300K/$100K limits. Are these the only required limits, or do the incorporated PUR 1000 impose higher standards (e.g., $1M/$2M) for construction contracts?

FOR CFMO TO ANSWER

37 Since Camp Blanding is a state military installation, will DMA/DPW self-permit through internal review, or is the contractor required to obtain Bradford County building, electrical, and mechanical permits (if applicable)?

No permits required for this project.

[AGENDA §7] Pre-Bid Agenda states: “The Contractor shall obtain all permits required and include such costs in the bid package.” This confirms permits are contractor-responsible;

however, please clarify in writing whether DMA/DPW will (a) issue permits internally as the AHJ for Camp Blanding, (b) requires Bradford County permits, or (c) both. This determines the applicable fee schedule and review timeline.

38 Will DMA issue a Florida Sales Tax Exemption Certificate to the contractor, or provide owner-direct purchase of major materials (concrete, fence package)?

NO

39 Are any environmental compliance requirements applicable — specifically NPDES stormwater permitting, cultural resources / archaeological survey, or protected species (gopher tortoise, indigo snake) surveys given the wet, low-lying site conditions?

The environmental assessment has already been completed and cleared. No SJRWM permit required.

40 What is the expected Notice to Proceed (NTP) date following contract award, and what is the required substantial completion date or contract duration in calendar days?

There are 30 days of construction time after award and NTP issued. The time to get the NTP is driven by how long the contractor takes to get all docs submitted. All documents should be submitted within 14 calendar days.

41 Are Liquidated Damages assessed for late completion, and if so at what daily dollar amount?

[AGENDA §14] Pre-Bid Agenda states: “Damages will be assessed per Non-Technical Specifications.” Bidders request the specific daily dollar amount from the Non-Technical Specifications so LD exposure can be accurately reflected in the bid contingency. $150.00 a day past 30 days from notice to proceed

42 Please confirm that partial / Progress Payments will be accepted.

At Pre-Bid Site Meeting, DPW (Jeffrey Collins) stated verbally that partial / progress payments will be allowed.

43 The base bid assumes work is performed during normal business hours (Monday-Friday, daytime, no holidays). Per Pre-Bid Agenda §5, the Florida National Guard works an Alternate Work Schedule (AWS) under which every other Monday is a scheduled day off, and the Agenda indicates the contractor WILL NOT be allowed to work on AWS Mondays. Please confirm in

The contractor can work Monday-Friday, 7:00-5:00 including AWS Mondays.

writing: (a) The specific AWS calendar (which Mondays are 'off') for the anticipated construction window (Aug–Nov 2026); (b) Whether after-hours, weekend, or holiday work is permitted subject to Project Manager approval per Agenda §5; (c) Whether there are any additional restrictions during training exercises, drill weekends, or federal holidays per Non-Technical Specs C-4 and C-5.

44 Are unit-cost allowances required to be included in the bid submission for items such as imported fill, unforeseen sub-grade improvement, additional concrete, or rock excavation? If so, please specify the required categories and quantities to be priced as allowances

Document on Schedule of Values

45 Please provide the detailed procedures for the CBJTC 24-hour security and Access Control Roster (ACR) requirements referenced in Section 5.7 and Pre-Bid Agenda §18.

Specifically: (a) The ACR submission format and required lead time before crew access — Agenda §18 notes background checks take ~5 business days; please confirm this is the required minimum lead time for ALL personnel;

(b) Whether ACR approval is per-project or per-visit; (c) Whether visitor / delivery / subcontractor passes are separately required;

(d) Whether escort by a base representative is required for any operations; (e) The daily gate check-in procedure once ACR is approved; (f) Confirmation that acceptable ID includes US Driver's License, US Passport, State ID, or Work Visa (per Agenda §18), and that non-US-citizen personnel must present a valid work visa or Permanent Resident Card.

[AGENDA §18 — partial] Contractor to submit list of all employees (Last Name, First Name, Driver's License Number). Acceptable ID: US Driver's License, US Passport, State ID, or Work Visa. Non- US citizens require Work Visa or Permanent Resident Card. Background checks take approximately 5 business days. Bidders request written confirmation of items (b), (c), (d), and (e) above.

46 The SOW notes that any additional fill required is the contractor's responsibility. What is the depth and stability of the existing fill placed over the last two years, and are geotechnical reports (borings, Proctor testing, in-place density) available for bidder review?

The contractor is responsible for testing. CBJTC is providing 15 additional loads of fill.

47 Are there any known utilities (underground electric, communication, water, storm, gas) in the vicinity of the proposed slab and fence line that will require locates, protection, or relocation? Will DMA provide utility locate maps, or must the contractor rely solely on Sunshine 811?

No utilities in the slab area. The sidewalk will have to be hand dug due to possible utilities.

48 Will DMA post all pre-bid questions and responses as a formal Addendum to the Vendor Information Portal prior to the July 29

[AGENDA — Calendar of Events] Pre-Bid Agenda confirms Final Addendum date of July 20, 2026, 4:00 PM EST, and §16 confirms bid due date, allowing all bidders equal information?

MyFloridaMarketPlace / Vendor Information Portal is the primary source of information. This satisfies the request; bidders acknowledge the response.

49 Pre-Bid Agenda §9 lists the Required Bid Package Documents. Item 4 of that list is Exhibit 3 — Contractor Qualification FNG 5085

— annotated “if requested by Dept.” and further noted as “Required if bid is over $500,000.”

Please confirm in writing: (a) Given that anticipated bids for this project are well below the $500,000 threshold, is Exhibit 3 REQUIRED for this bid or NOT REQUIRED?

(b) If not required at bid submission, does DMA reserve the right to request Exhibit 3 from the apparent low bidder as part of responsibility determination?

[AGENDA §9 — partial] Handwritten annotation on Agenda: “if requested by Dept.” Bidders request written confirmation.

50 Pre-Bid Agenda §11 states that the Non- Technical Specifications are “incorporated by reference.” Please confirm that Multicon has been provided with the complete Non-Technical Specifications document (including references cited in the Agenda: C-4, C-5) as part of the ITB package, and if not, please provide via addendum.

All specs were provided in either these questions or the bid advertisement.
