Questions and Answers
Questions and Answers
The Department has received the following questions and the Department’s answers are provided in the table listed below:
No. Question Answer
1 Unfortunately, we were unable to attend yesterday’s pre-bid site visit. Could you please confirm whether we are still eligible to submit a proposal?
Thank you for your interest in the DMA-ITB- bid, unfortunately we cannot accept your bid per section 4.16 (Mandatory Pre-Bid Site visit ) of the solicitation.
4.16 Mandatory Pre-Bid Site Visit
All bidders must attend the MANDATORY Pre-Bid Site Visit on Wednesday, August 26, 2026, at 10:00 AM EST. The mandatory pre-bid site visit will begin at the Camp Blanding Joint Training Center LODGING OFFICE located at 5629 SR 16 West, Bldg. 2380. Please bring sample linens to represent the items you offer and will be able to provide. When planning to attend the site visit, please allow time to clear security at the main gate. A valid driver’s license/photo ID is required to gain access onto post.
2 I see that there are "no guaranteed minimums" per delivery. Just need clarification based on Section 5.2 :
Scope of Work Vendor will provide all labor, materials, and linen items listed on Attachment A of this ITB.
Transportation and fuel required to provide this service shall be included in the vendor’s bid price, with no additional costs or surcharges to the Department.
Does that technically mean that if the department requests Qty.1 of each item, then the total of the invoice can only be the amount of each item times 1? Meaning that there is no consideration for time, labor, #1 - The phrase, "no guaranteed minimums", means we are not required to order a set amount of linen each week.
#2 - The vendor should consider all costs to supply the agency with the linen requested. The agency will not pay any additional fees related to time, labor, transportation, or fuel costs. It is highly unlikely that a "small" order will be placed. If a "small" amount of linen is needed, it should be added to the following weeks order/delivery.
#3 - Not having samples with you at the Mandatory Pre-Bid Site Visit will not disqualify you from bidding. However, samples must be presented before a contract is issued to ensure the quality is sufficient.
transportation, or fuel costs with a small order?
That would be helpful information to be aware of before the site visit.
Additionally , this bid opportunity was brought to my attention yesterday. Our samples are not expected before the mandatory site visit. Should I not have samples with me at that time tomorrow, would that disqualify me from the bidding process?
3 I see a mandatory site visit listed for this Wednesday. It is listed as a 10:00PM time however, I am wondering if that is a mistype and it is supposed to be 10:00AM. Please confirm so we can plan to be there accordingly, Also, is this bid for customer owned goods that you will provide and we launder or will we also be providing the linens as well?
Yes, our Mandatory pre-bid site visit is at 10:00 am on Wednesday, 8/26/2026.
Please see section 4.16 and 5.2 in the solicitation.
4.16 Mandatory Pre-Bid Site Visit

5.2 Scope of Work
Vendor will provide all labor, materials, and linen items listed on Attachment A of this ITB. Transportation and fuel required to provide this service shall be included in the vendor’s bid price, with no additional costs or surcharges to the Department. Quantities of the items listed in Attachment A are estimates and will vary each week. The Project Manager reviews the reservations for each lodging unit prior to placing the weekly order. The quantity of linen ordered will be dependent on the reservations placed for each lodging facility.
4 I am reviewing DMA-ITB-355 – Linen Service and am considering submitting a bid. I would appreciate clarification on two items as we evaluate the opportunity.
1. Minimum Qualifications / Use of Subcontractor
Sections 4.5.1 and 4.5.2 require the Vendor to demonstrate at least three years of continuous experience providing the services being procured, supported by qualifying references.
If the bidder serves as the prime contractor but utilizes an established commercial linen-service subcontractor to provide the linen inventory and/or perform the linen processing, may the bidder satisfy the experience and qualification requirements of Sections 4.5.1 and 4.5.2 through the experience, qualifications, and references of that subcontractor?
If so, may the subcontractor's qualifying customers also be used to satisfy the three-reference requirement in Attachment B?
2. Previous Contract / Award Information
Would you also please provide, or direct me to where I may obtain, information concerning the previous or current contract for these linen services, specifically:
- Name of the incumbent or
#1 - Yes
#2 - The following link will provide you the information requested in reference to the previous solicitation.
