About this file

This document is an Addendum No. 1 for Invitation to Bid (ITB) DMA-ITB-337 issued by the Florida Department of Military Affairs for a generator installation project at Camp Blanding Joint Training Center (CBJTC). The project involves installing a new generator at Facility 1515, with specific requirements including a Winco or Generac generator (Generac-SD100 basis of design), six bollards, two hours of load banking, and 100 gallons of diesel fuel. The bid opening date has been changed to Thursday, June 5, 2025, at 4:00 PM EST, with bids received after that time not being considered.

The addendum introduces bid bond requirements for projects exceeding $100,000, mandating a bid guarantee of at least 5% of the bid amount. Bidders must submit a certified check, cashier's check, or bid bond payable to the owner, signed by a Florida Licensed Resident Agent with a current Power of Attorney. Permitting will be handled through the Clay County Building Department with a private inspection agency. The contractor will be responsible for disposing of the existing manual transfer switch and all construction debris off-base, and connecting a temporary generator provided by CBJTC to power two outside freezers during the shutdown.

Answers to Questions and

Addendum No. 1

Questions and Answers

The Department has received the following questions and the Department’s answers are provided in the table listed below:

No. Question Answer

1 I didn’t see any bonding requirements for this project in the package. Can you tell me if there is a bid Bond or Letter requirement for this project?

Yes. The bond requirements are added to the solicitation in Addendum No. 1 – see next page for details.

2 Will you accept a Winco Generator? Yes. If the Winco model is equal to or greater than the Generac specified in the solicitation.

3 Can we pour new concrete over the existing manual transfer switch pad if we bond the new concrete to the existing by means of drilling holes in the side of the existing pad and installing rebar?

Yes. That is acceptable with the understanding that the existing pad should not be lower than the new pad to avoid holding water.

4 Is there a place to apply for permit? Yes. Permitting will be through the Clay County Building Department with a private inspection agency.

5 Are 5 bollards enough? No. Six (6) are needed. Placement will be determined once the generator location is determined.

6 Can we tap the existing line power for shore power if protected by breaker or fuse?

Yes. Only for temporary power during construction.

7 I don’t see any requirement for load banking, is it required?

Yes. Two (2) hours.

8 The new Florida building code require generators to be a minimum of 10” from the existing building (FYI).

Generator placement will be determined once the generator submittal is approved. Placement will be no more than 20’ from ATS.

9 Is there a preferred source for the 100 gallons of fuel required?

No. It must be diesel.

10 Is temporary power required during the shutdown?

Do we need to provide a portable generator and leads?

CBJTC will provide a temporary generator and cables. The contractor will be responsible for connecting the generator to the exterior panel that supplies power to the two outside freezers.

11 Do we need to dispose of the old existing manual transfer switch off site?

Yes.

12 Is there a place to dispose of construction debris on base?

No.

13 Do we need to haul off all related debris?

Yes. All construction debris will need to be removed from base property and disposed of properly by the contractor.

14 I’m reaching out to see if you would accept a WINCO generator for this bid.

Yes. If the WINCO generator is equal to or greater than the basis of design (Genrac-SD100) it will be acceptable.

No other questions were received.
