About this file
This is a Statement of Work (SOW) for the provision of tactical vest carriers, customized identification panels, and embroidered nametapes for the DLA Installation Management Police Department at Susquehanna (DM-FS). The contractor must supply duty-grade tactical vest carriers constructed from high-durability materials (500D/1000D Cordura nylon) capable of integrating Level III/IV ballistic protection plates directly into the carrier without requiring officers to remove or alter their gear configuration. The carriers must feature standard MOLLE or heavy-duty webbing load-bearing attachment points for securing duty equipment.
The scope includes conducting on-site physical sizing services for all designated officers using proprietary sizing kits, complete pre-shipment assembly of front ID panels, back ID panels, and customized nametapes onto each carrier per officer specifications, and delivery of individually packaged and labeled vest carriers to the DM-FS location in New Cumberland, Pennsylvania. The contractor must establish a quality assurance and exchange policy allowing the agency to exchange or resize any carrier due to improper fit, manufacturing defect, or sizing mismatch within 30 business days of delivery at no additional cost. Key deliverables include sizing kits and fitting event within 30 days of contract award, confirmed sizing and roster submission within 7 days post-sizing event, delivery of assembled vest carriers and ID panels within 120 days of roster approval, and a 30-day warranty and exchange period following final delivery. The related solicitation (SP3300-26-Q-5012) is issued as a Request for Quotation for a firm-fixed-price purchase order with a closing date of September 16, 2026, at 10:00 a.m. EDT, with one purchase order to be awarded under full and open competition with HUBZone price evaluation preference.

STATEMENT OF WORK (SOW)
PROJECT TITLE: Tactical Vest Carriers: Sizing, Supply, Assembly, and Delivery REQUIRING AGENCY: DLA Installation Management at Susquehanna (DM-FS) Police Department LOCATION: 5911 14th Street, Building 911, New Cumberland, PA 17070
1.0 INTRODUCTION & BACKGROUND
1.1 Authority and Purpose
In accordance with DLAM 5525.01, Volume 1, DLA Police Officers are authorized to wear commercially purchased Load Bearing Vest Carriers. The DM-FS Police Department is replacing its legacy vest carriers with a modernized style design. This update is aimed at enhancing officer comfort, improving versatility during the donning of emergency protective gear, and significantly accelerating active threat response times.
1.2 Objective
Historically, emergency procedures required officers to remove their standard gear-laden vest carriers and replace them with dedicated ballistic plate carriers during active threat situations. This process was inefficient and introduced critical delays.
The new standard-issue tactical carrier integrates these capabilities. It replaces both the legacy vest carrier and the standalone active assailant plate carriers. The new design allows high-level ballistic protection plates to be inserted directly into the primary load-bearing carrier worn daily by the officer. This integration maintains the officer’s trained gear layout while dramatically reducing emergency response times.
2.0 SCOPE OF WORK
The Contractor shall provide all personnel, equipment, sizing kits, materials, and services necessary to size, supply, assemble, and deliver custom tactical vest carriers, ID panels, and nametapes for DM-FS Police Officers.
The scope of this effort includes:
2.1 Provision of standard tactical vest carriers compatible with direct ballistic plate insertion.
2.2 Provision of customized front ID panels, back ID panels, and nametapes.
2.3 Conducting physical sizing services for all designated personnel using proprietary sizing kits.
2.4 Complete assembly of panels and nametapes onto the carriers prior to shipment.
2.5 Provision of a comprehensive exchange and resizing warranty framework.
3.0 TECHNICAL & CONTRACTUAL REQUIREMENTS
3.1 Vest Carrier Specifications
The Contractor shall supply tactical vest carriers that meet or exceed the department's technical standards, specifically:
3.1.1 Plate Integration: Must allow direct insertion of high-level ballistic protection plates (e.g., Level III/IV hard armor plates) over standard soft armor inserts without requiring the officer to remove the carrier or alter their gear configuration.
3.1.2 Ergonomics & Durability: Must be constructed from high-durability, duty-grade materials (e.g., 500D/1000D Cordura nylon) designed for weight distribution, breathability, and comfort during extended shifts.
3.1.3 MOLLE/Load Bearing: Must feature standard load-bearing attachment points (e.g., laser-cut MOLLE or heavy-duty webbing) to secure essential duty equipment.
3.2 Sizing and Fitment Services
To guarantee the proper fit, safety, and functionality of the tactical vest carriers:
3.2.1 Sizing Kits: The Contractor shall provide physical sizing kits representing the full range of available manufacturer sizes.
3.2.2 Sizing Execution: Sizing shall be conducted for all officers on the provided roster to determine individual fitment requirements. (Note: Agency to specify if sizing is to be done on-site by a Contractor Representative).
3.2.3 Fitting Verification: Sizing must account for the comfortable integration of both soft armor inserts and heavy ballistic plates.
3.3 Customized Identification Panels & Nametapes
Each individual vest carrier package shall include the following components, fully assembled:
3.3.1 Front ID Panel: High-visibility identification panel (text and background color designated by DM-FS Police).
3.3.2 Back ID Panel: High-visibility identification panel (text and background color designated by DM-FS Police).
3.3.3 Nametape: One (1) customized nametape displaying the officer's last name in the designated font style and color scheme.
3.3.4 The DM-FS Police will provide a complete roster containing officer names, specific sizing outcomes (post-sizing event), and designated ID/nametape color requirements upon contract award.
3.4 Quality Assurance and Exchange Policy
Because proper fit is critical to the ballistic coverage and safety of law enforcement personnel:
3.4.1 The Contractor shall allow the agency to exchange or resize any carrier due to improper fit, manufacturing defect, or sizing mismatch.
3.4.2 The Contractor shall outline a clear process and timeline (e.g., within 30 business days of delivery) for executing these exchanges at no additional cost to the Government.
4.0 ASSEMBLY & DELIVERY
4.1 Pre-Shipping Assembly
The Contractor shall perform complete assembly of all front panels, back panels, and nametapes onto their respective vest carriers prior to packaging. Component placement (chest, back, or shoulder areas) must strictly adhere to the layout directions provided by the DM-FS Police Department.
4.2 Shipping and Packaging
4.2.1 All items shall be packaged individually per officer, clearly labeled with the officer's name on the exterior of the packaging.
4.2.2 Shipments must be sent securely to the following delivery point:
DM-FS, Susquehanna Attn: Major Berkheiser 5911 14th Street, Building 911 New Cumberland, PA 17070
