6/9/2020:

Question: Answer:

Is there an incumbent or predecessor contract or contractor associated to the requirement? If any, please provide the contractor's name and contract number.

No, there is not an incumbent or predecessor contract or contractor associated with the C5ISR Gateway to Sustainment.

Is it correct to conclude the awardees will be performing sustaining maintenance on C5ISR equipment that has already been procured by the Government, and not procuring new equipment for fielding purposes?

If that’s correct, then any hardware procured for this effort would be for the repair/maintenance/overhaul/reset of fielded equipment provided to the contractor to perform those services upon. Is that also correct?

Through C5ISR G2S Standard Equipment that is currently fielded and in sustainment will be procured in addition to Non-Standard Equipment and Services.

Awardees will not solely perform sustaining maintenance.

The proposed support covered by this acquisition consists of commercial and non-commercial items and services. Equipment and Services will support CECOM C5ISR areas stated in the Concept Statement Document.

May Canadian businesses submit proposals for this solicitation? Are there extra restrictions for foreign participation?

Vendors will be required to obtain Joint Certification Program approval:

TDPs for this acquisition may be subject to the International Traffic in Arms Regulations (ITAR). All technical documents for these items include but are not limited to, test plans, test reports, drawings and specifications containing information that may be subject to the controls defined in the ITAR. This information shall not be provided to non- U.S.

persons or transferred by any means to any location outside the United States.

A company wishing to receive the TDPs must have an active status in the Defense Logistics Agency Joint Certification Program (JCP).

Is this the follow-on to the DLA’s “Tailored Logistics Support (TLS)” contract?

No, this is not a follow-on to DLA’s “Tailored Logistics Support (TLS) Contract.

Is there additional information regarding the timing of the RFP for this new requirement?

At this time DLA is in the Market Research phase and does not have a date for the RFP.

This program appears to overlap with the CHS contract vehicle, e.g. items that may be ordered under CHS could have sustainment support provided under G2S. Can you please compare and contrast these two contract vehicles, and how they may be coordinated?

The G2S Program goal is to encompass CECOM C5ISR Program Support Categories mentioned within the program's concept document. While redundancy may exist, G2S is intended to allow flexible holistic (spare, repair, engineering services etc.) sustainment support solutions for current and future systems.

6/19/2020:

Question: Answer:

Will subject contract be available to all of DoD or is US Army CECOM the only customer?

DLA anticipates the C5ISR Gateway to Sustainment contract to be available for multiple agencies within the DoD. Our initial focus will be

CECOM.

Would you have any further details on where the place of performance(s) will be held?

There will be no static place of performance. We envision a broad range of sustainment problems sets/requirements where sustainment solutions are competed amongst awardees.

Can you please advise if an all-or-nothing response will be required for the official solicitation, or will the DLA be open to receiving partial responses?

Offerors will be expected to have the ability to perform at least a specific percentage of the work. This percentage will be detailed within the solicitation at the time of release.

Can DLA provide the list of the 263 weapon systems referenced in the Market Survey document?

DLA has uploaded a PDF file titled: C5ISR G2S Sample List Weapon Systems

The following questions were received during the APBI held June 9, 2020:

Will the C5ISR Gateway contract be open to all of DoD or just CECOM?

All of DoD will be included within the scope, but the near term focus will primarily be

CECOM.

Question: Answer:

Do you know the competition type that this opportunity will be rewarded as?

At this time our acquisition approach is largely dependent upon the results of our Market Research. Currently DLA is in the Market Research phase and looking for industry input on the current Market Survey posted to Beta SAM:

Notice ID: DLA-Aberdeen-20-049. The market survey includes a draft solicitation (including evaluation criteria) for industry comment.

Are you still looking at 4th Quarter FY20 to release your solicitation? If so, early or late 4th Quarter?

Currently DLA is still in the Market Research phase. DLA anticipates Solicitation release in FY20 4th quarter with award anticipated in FY21 Quarter 3. DLA anticipates FY20 4th quarter, but early vs. late has not been determined.

I read a lot of verbiage that’s pretty standard for DLA’s procurement focused contracts. However, you have a procurement IDIQ set up as of last year. Will this really be focused on developing sustainment of programs, or is it going to be more procurement focused? Sustainment regularly has procurement, but the crafting of sustainment and labor involved is usually the focus on sustainment contracts.

Holistic support is identified in the market survey and draft solicitation (some examples of lines of support are Hardware, repair, engineering services, obsolescence monitoring and beyond).

These solutions could be pursued individually or collectively dependent on the program and customer need.

Will we have an opportunity to bid this work when it is released as a solicitation if we do not participate in the Sources Sought?

Industry input is key. While DLA hopes to receive as many responses to the Sources Sought as possible, there will be the opportunity to bid for those that had no involvement in the Sources Sought.
