The project involves removing a non-essential low point drain from a three-inch condensate line located under Pier X-Ray South (XRS) at the Naval Petroleum Transfer Unit (NPTU), along with replacement and seismic bracing of the condensate line. The work is scheduled to begin July 1, 2026, and all work must comply with International Building Code, International Mechanical Code, International Plumbing Code, American Welding Society standards, National Electrical Code, National Fire Code, Base Architectural Compatibility Guide, Unified Federal Criteria, and Unified Facilities Guide Specifications.
The contractor shall provide all tools, qualified labor, materials, equipment, supplies, and supervision necessary to complete the work. Primary work activities include: demolition and disposal of insulation to expose the pipe; removal of the drain valve and approximately one foot of pipe on both sides of the tee; replacement of galvanized pipe supports and clevis hangers with new 5/8-inch threaded stainless-steel hanger rods using Hilti HIT HY 150 MAX-SD adhesive anchoring system; installation of eight new seismic braces (four 1¼-inch pipe size in longitudinal direction and four in transverse direction) using 316 stainless-steel materials; replacement with approximately three feet of new 3-inch schedule 80 seamless carbon steel ASTM A106-Grade B pipe; welding by qualified welders per ASME BPVC Section IX standards with independent weld inspection; installation of protective inorganic silicate zinc coating (PPG Dimetcote 9 VOC or equivalent); a thirty-minute hydrostatic test with NPTU representative witnessing; heat trace cable repair or splicing to maintain continuity; and installation of new T-3 cellular elastomer pipe insulation and 304 stainless-steel insulation jacketing. Work is performed during normal working hours (0700-1700) Monday-Friday, with tide-dependent activities coordinated with NPTU. The contractor must coordinate access under the pier deck and provide a boat or floating platform. Required submittals include progress schedule, product data, manufacturer's instructions, activity hazard analyses, seismic hardware details, welder certifications, and hydrostatic test reports. Closeout documents shall include warranty, as-built drawings, real property records, and operation and maintenance manuals.

B. LOCATION: NPTU, Pier XSR, Joint Base Charleston Weapons Station, Goose Creek, SC.
C. SCOPE OF WORK: The project requirements are included, but are not limited to the following major items of work:
NOTE: In accordance with 29 CFR 1926.1101 (OSHA’s Asbestos Standard for the Construction Industry) Building Owners are required to inform potential contractors bidding for work of the presence, location, type, and amount of asbestos containing building materials (ACBM) that may be impacted by this project scope of work. The following is applicable: NOTE: Asbestos and Lead Surveys are not required.
NPTU CONTRACTOR SPECIAL CONDITIONS: (See Attachment A)
1. The contractor shall be responsible for adhering to the Special Conditions outlined in this document and is expected to review it in its entirety. The CE Project Manager (PM) will assist the contractor in meeting these requirements.
CONDENSATE PIPE DEMO:
DESIGN: No design required, like in kind replacement.
1. Contractor shall plan, coordinate, and adjust their work schedule as necessary to perform tide-dependent activities while remaining within NPTU’s established regular work hours.
2. Contractor shall coordinate with NPTU no later than ten (10) days prior to work being done as NPTU site facility personal will be responsible for isolating and draining the condensate line.
3. Contractor shall coordinate with NPTU site Work Controls Officer (WCO) to test existing heat trace cable and verify proper operation prior to work being done, then lock out, tag out, and verify heat trace power has been removed.
4. Piping and seismic bracing are located below the pier deck and are not accessible from the pier surface.
Contractor shall coordinate with NPTU site (WCO) for access under the pier deck. Contractor will need to provide a boat and/or floating platform to access the work location. Work hours will be adjusted to
NOTE: Refer to Attachment C for 628 Environmental Compliance for work under the pier.
5. Contractor shall provide demolition and disposal of approximately three (3) foot of stainless-steel insulation jacket and pipe insulation to expose the three (3) inch condensate pipe and drain valve to be removed.
6. Contractor shall selectively remove and dispose of one non-essential low point drain valve and cut out approximately one (1) foot of the 3” condensate pipe on both sides of the tee to include removal of the 3/4” pipe, elbow, and flanged valve. Take care not to damage existing heat trace wire.
REMOVE AND REPLACE:
1. Contractor shall remove existing galvanized all-thread pipe supports and clevis hangers in four (4) locations under pier XRS.
NOTE: See attachment B for details.
2. Contractor shall provide and install new 5/8” threaded stainless-steel hanger rods with a 5” embedment depth to include stainless steel channel seismic bracing on the underside of the pier deck. All concrete anchoring for new work shall be secured with Hilti HIT HY 150 MAX-SD adhesive anchoring system or approved equivalent. Pipe hangers shall be MSS SP-58 Type 1 with overhead support sized to encompass insolated pipe. Ensure all new materials (hangers, bolts, fabricated supports, and braces) are 316 stainless-steel.
SEISMIC NEW WORK:
1. Contractor shall provide and install eight (8) new seismic braces in the following configuration, four (4) 1 ¼” pipe size in the longitudinal direction and four (4) 1 ¼” pipe size in the transverse direction. Provide seismic bracing near the location of each existing vertical hanger. Ensure all new materials (hangers, bolts, fabricated supports, and braces) are 316 stainless steel.
