About this file
This document contains environmental compliance comments from the 628th Civil Engineer Squadron (CES) for construction activities involving pier work in a riverine environment, specifically the Cooper River.
The Wildlife Biologist (Hunter Grover) identifies key environmental considerations and mitigation measures required for the project. Construction activities beneath and adjacent to piers present risks to aquatic species through underwater noise, pressure waves, vibration, and sediment disturbance. Contractors must allow 30–60 minutes for aquatic animals to naturally vacate the work area before high-intensity activities commence, employ quieter or vibration-dampened equipment where feasible, and implement real-time monitoring by a qualified environmental observer during initial setup and high-noise phases. In-water work should be scheduled outside sensitive biological windows for protected species. All materials generated from cutting/sawing pipes and pipe hangers must be properly captured and disposed of without release into the Cooper River. Hazardous materials including paints, sealants, coatings, and glue require pre-approval from the Environmental EESOH-MIS Administrator with Safety Data Sheets (SDS) provided to 628 CES/CEIE. Construction and Demolition (C&D) debris cannot be disposed of in base dumpsters; contractors must use authorized off-site C&D disposal with total weight submitted to the Solid Waste Program Manager for diversion rate tracking. All non-hazardous and hazardous wastes must comply with South Carolina Department of Environmental Services (SCDES) regulations and be coordinated through 628 CES/CEIE Hazardous Waste Section, with contractors responsible for all associated costs. Recyclable materials must be salvaged, reused, or recycled with weights reported to the Quality Recycling Program Manager.

*628th CES ENV COMPLIANCE COMMENTS:
Wildlife Biologist Comments (POC: Hunter Grover, (843)-640-4220 Cell / (843)-794-7951 Work, hunter.grover@us.af.mil):
1) Considerations for Aquatic Species Protection:
Construction activities near or beneath piers in riverine environments require careful attention to potential impacts on aquatic species, including any federally threatened, endangered, or otherwise protected species, as well as any designated critical habitat that may be present.
2) Key Potential Impacts:
Construction activities conducted beneath and adjacent to piers—particularly those involving power tools, heavy machinery, or other loud equipment—can generate significant underwater noise, pressure waves, vibration, and localized sediment disturbance within the water column and beneath (seafloor) environment. These stressors have the potential to temporarily disturb, displace, or otherwise affect aquatic wildlife, including fish, invertebrates, and other organisms that may be utilizing the area beneath the pier when work commences.
3) Recommended Mitigation Measures:
• Appropriate measures should be implemented during construction to prevent any materials from falling into the river and to ensure prompt containment and removal. Removal and replacement of piping, valve, hangers, fasteners, and coatings present a risk of materials, debris, or corrosion byproducts entering the river. Introduction of these materials into the aquatic environment may pose a direct or indirect threat to aquatic organisms/species, through water quality degradation, ingestion hazards, or habitat contamination.
• To minimize the risk of adverse effects on aquatic life, construction protocols should incorporate the following best practices:
> Allow sufficient time (typically 30–60 minutes or as determined by a qualified biologist) for any aquatic animals present beneath the pier to naturally vacate the immediate work area prior to the commencement of full-scale, high-intensity construction activities.
> Where feasible, employ quieter or vibration-dampened equipment and techniques to reduce underwater acoustic and physical disturbances.
> Implement real-time monitoring by a qualified environmental observer during initial setup and high-noise phases to verify wildlife clearance and respond to any observed distress.
• Schedule in-water work, to the extent practicable, outside of sensitive biological windows (e.g., spawning, migration, or nursery periods) for protected species known to occur in the river system.
- Ensure material generated from cutting/sawing the pipe/pipe hangers, etc. and any liquid within the pipe is properly captured/disposed of and not released into the Cooper River. (POC: Kurtis Evans, 843-963-1483/843-794- 4116; kurtis.evans@us.af.mil)
- Use of any hazardous materials, such as paints, sealants, coatings, glue, etc., must be approved by Environmental EESOH-MIS Administrator prior to work starting. Provide copy of SDS(s) to 628 CES/CEIE for any hazardous materials to be used. (POC: Marty Skipper, 843-963-1482 / marty.skipper.3@us.af.mil)
- Any Construction and Demolition (C & D) Debris produced from this project cannot be disposed of in any trash or bulk trash dumpster/roll off/can across the base. Contractor must add it to their own authorized C & D debris dumpster for the project or take off-site for proper disposal. Total weight of debris sent off-site for disposal must be submitted to the 628 CES/CEIE Solid Waste Program Manager for diversion rate tracking. (POC: Marty Skipper, 843-963-1482 / marty.skipper.3@us.af.mil)
- Disposal of non-hazardous and hazardous wastes must comply with SCDES Solid Waste or Hazardous Waste regulations, as applicable, and shall be coordinated through 628 CES/CEIE HW Section; waste profile and manifests must be signed by authorized personnel. Contractor responsible for containers, sampling/testing, and disposal costs;
to be budgeted in contractor's bid. (POC:Mckinzie Campbell; mckinzie.campbell@us.af.mil or 843-794-4240)
- Recycle all recyclables; salvage and/or reuse any items to reduce waste. Report recycled weights to 628 CES/CEIE QRP Manager. (POC: Danielle Allen-Blome, 843-963-2727 / danielle.allen-blome.1@us.af.mil) mailto:marty.skipper.3@us.af.mil
