About this file
This document is a Contractor Special Conditions notice for work at the Naval Nuclear Power Training Unit (NPTU) Charleston, a Naval Reactors activity located in Goose Creek, South Carolina on Joint Base Charleston-Weapons Station and subject to Executive Order 12344.
Contractors must submit a Plan of Action document no later than ten days prior to the work start date, detailing procedures for performance of work, service interruptions, energy isolations, required NPTU support, safety hazard mitigation, and environmental concerns. NPTU approval of this plan is mandatory before any work commences. Daily work coordination requires contractors to meet with the Site Work Controls Officer (WCO) before starting work each day and provide status updates at day's end; work cannot begin without WCO authorization. All contractor personnel must submit security access requests at least five business days in advance, or ten business days for controlled sections of the facility. Personal Electronic Devices (PEDs) are prohibited within NPTU's security enclosure, and restricted items including cameras, cell phones, laptops, radioactive materials, classified material, radio transmitters and receivers, personnel monitoring devices, and optical and magnetic media will be confiscated unless prior authorization is granted. In case of medical emergency, contractors must immediately contact NPTU Security at 794-3333 or (843) 794-3095, followed by contractor management and the WCO. Work will be suspended at least 72 hours prior to severe inclement weather landfall, with contractors required to remove all vehicles, tools, and equipment from the site within this timeframe; work resumption depends on storm damage assessment and WCO notification.
