4. Answers to Request for Clarification questions:

PM Plan. 1.1 of the PWS states “Contractor shall develop a PM plan for each barrier and submit to the COR for approval prior to initiating PM.”

Question 1: What should the PM Plan consist of, if anything, in addition to the manufacturer’s recommended PM tasks? –

Answer: Manufacturers recommended PM is the minimum requirement for this solicitation. If an offeror can/will go above the minimum, discuss how this will be achieved in the proposal.

Preventative Maintenance. 1.1 of the PWS states “Crash rated barriers shall receive quarterly PM and non-crash rated semi-annually. Any safety arms associated with a vehicle barrier shall be included as part of the PM plan.”

Vehicle barriers are not necessarily less technically complex nor do they require less preventative maintenance based upon whether they are crash-rated or not. Crash-rating is a function of the engineering of the equipment’s physical structure and not its mechanics.

For example, a hydraulic gate operator for a non-crash rated sliding gate has similar mechanical complexity to the hydraulic operator for a crash-rated steel plate barrier. Both require similar preventative maintenance to prevent mechanical failures.

By stipulating semi-annual maintenance on non-crash rated equipment, there is a higher risk for service calls between visits. Service calls for non-crash rated equipment would not be significantly less expensive than for crash-rated equipment. Conversely, as travel and mobilization costs are a large percentage of PM visits, the financial impact would be less to require quarterly maintenance on all equipment, regardless of crash rating.

Question 2: Will the government consider changing the requirement that all equipment receive quarterly preventative maintenance, regardless of whether the equipment is crash-rated or not?

Answer: No. However, the Government reserves the right to change the schedule based on the results of the Contractor’s final IIE recommendation.

Question 3: Should safety arms associated with a vehicle barrier receive preventative maintenance quarterly or semi-annually?

Answer: Safety arm PM will be conducted at the same time and on the same schedule as the barrier PM.

Emergency Service Calls. Sections 2.2 and Section VI of the PWS refer to Emergency Service Call Repairs, but they are not referred to elsewhere in the PWS. Section VI indicates that the deliverable for “Emergency Repair Response” is 4 hours. The section cited for that deliverable is Section 1.4, which does not describe Emergency Repairs.

Question 4: Is there a requirement for Emergency Service Calls? Will the government provide a written description of those requirements, similar to the description in Section

1.2 for routine service calls?

Answer: No, there is no requirement for emergency service calls. Section 2.2 “Perform Emergency Service Call Repairs” will be removed from the scope. If emergency situations occur, the Government will negotiate a response time and price with the Contractor.

Question 5. What constitutes a “response” for Emergency Service Calls under Section VI? Will acknowledgment by phone or e-mail of the service call meet the response requirement? If so, what is the timeframe required to have a technician onsite, if necessary, following phone/e-mail acknowledgment?

Answer: See Answer to Question 4 above.

Question 6: Will contractor be reimbursed for emergency service calls if no repairs are required? Example: technician is called to site and discovers equipment is not functioning properly due to a user error.

Answer: See Answer to Question 4 above.
