Anticipated Workload At Time of Contract Award

I. Civil Division

At the time of Contract award, the Civil Division expects to be supporting 60 to 80 cases at a total annual level of $60 to $80 million. Cases range in level of activity from less than $10,000 in support to over $30 million in support per year. Support is expected to include operation of the following Document Centers:

Commercial/Torts/Document Center

1100 L Street, NW Suite 200 Washington, DC 20530

Total 6,569 Square Feet

The document center provides DOJ with critical litigation support functions, including document acquisition strategies and collection, discovery, production and deposition support, database support, file management, library services, and pre-trial, trial, and post-trial support. Standard office connections, including connection to Civil Division JCON. Provides network and other technical support to DOJ, including setting up and administrating networks and databases. It has access to at least 2 LAW workstations, to assist with data processing, and 10 printers (including color), with the ability to print up to 28,000 pages per hour. 4 of the printers have scanning capabilities.

Generally supports between 75-85 small to midsize complex litigations annually, with 25 staff located at the main office and in various locations around the country.

Pharma

It’s anticipated that up to forty (40) cases will be supported on behalf of Civil Frauds Section of the Commercial Litigation Branch as well as the Consumer Protection Branch.

Two separate facilities:

Pharma Document Center:

9,926 Square Feet Houses up to 25 Contractor staff.

Standard office furniture and equipment, including JCON connection.

Pharma Intake Center:

1110 Vermont Ave., NW Suite C10 Washington, DC 20005

6,837 square feet Houses up to five (5) Contractor staff member plus up to 2,500 document production boxes.

Standard office furniture and equipment, including JCON connection.

Automated Litigation Support (ALS) Lab

Two facilities located within Government space:

ALS Lab/Frauds Patrick Henry Building

100 square feet 5 contractors Equipment includes: 12 LAW workstations, 4 scanners, 1 printer, 1cd labeler, 1 disc duplicator, 1 hard drive duplicator, 1 BluRay external drive.

ALS Lab/L St. (National Courts, Intellectual property, and Commercial litigation) 1100 L Street, NW

100 square feet 3 contractors Equipment includes: 3 Law workstations (local), 1 LAW copy work station, 18 LAW workstations (virtual), 2 scanners, 1 cd labeler.

ALS Labs are established to support the needs of Division personnel who may not be receiving automated litigation support services for their smaller to medium sized cases. The purpose of ALS Labs is to offer in-house processing for these cases. Types of support may include: creating databases, processing electronic media, copying, encrypting, and scanning data, and creating and maintaining web-hosted data bases. For fiscal year 2012, it is anticipated that:

1) 150 databases will have been created.

2) 11 TB of ESI will have been processed.

3) 2,000 discs will have been copied/created.

4) 125,000 pages will have been blown back.

Katrina and Deepwater

Two secure, access controlled document centers were established for these cases. One, a 17,000 sq. ft. facility located at 1100 L St., in Washington, D.C. (WDC) and the other a 20,000 sq. ft. facility located in New Orleans (NOLA). Both facilities are fully connected to the JCON network and are equipped with multiple high speed printer/copiers/scanners. These facilities are staffed by by approximately 75 -100 Mega 3 contract cleared litigation support specialists,. The NOLA staff totals 16 individuals who are also utilized for support to several other cases as the workload dictates.

The team located at 1100 L St, in WDC provides the primary support to three DOJ sections (Aviation and Admiralty, Civil Frauds and National Courts) within the Civil Division as well the ENRD division. The NOLA facility contains 46 fully furnished offices, 4 conference rooms and 1 large open conference area suitable for hosting depositions or meetings. All offices are equipped with JCON and ENRD network connections and a business class, independent broadband access DSL network is also available.

Victims of 9/11 Compensation Fund (VCF)

The VCF 2 Document Center is located at:

1100 L St. NW, Suite 300 Washington DC 20530

This 13,000 square foot space contains a large conference room, furniture, office equipment and access to JCON. There are currently a total of 18 contract staff consisting of primarily Sr. paralegals, paralegals, nurses, supervisors and a manager. Work performed in the space involves reviewing and managing claims files. In addition, there is a call center in the space where claimants can call in to ask questions about the program and assistance with filing of their claim. As the program becomes larger, additional staff will be added. The space and equipment can accommodate up to 75 contractor staff on a single shift. The VCF Program started in October of 2011 and is expected to run for 6 years.

II. Environment and Natural Resources Division

ENRD has a document center, Litigation Support Technology Center (LSTC), located at 419 7th St., NW Suite 500, Washington DC – Odd Fellows Temple building. The current leased space on the 5th floor consists of multiple rooms and comprises 6,654 sq. ft. There are 9 contract staff in this space currently working on the Power Plants litigation as well as Tribal Trust litigation. Equipment located in this space includes high speed scanners and work stations for scanning, coding, OCR and e-discovery. Open floor space and suites contain JCON drops, internet drops and phone lines. We project the need for space for the cases will continue, but whether that remains at the current locations will need to be determined by ENRD in the future.

III. Criminal Division

At the time of contract award, the Criminal Division anticipates that it will be supporting approximately 25 cases, employing 50 contract personnel, at an annual billing level of about $2.0 million.

There is a task force/document center located at 400 Poydras, New Orleans, LA. The leased commercial space comprises 22,594 sq ft. The space houses eight (8) contract personnel and approximately 40 personnel from various federal agencies. All other contract personnel are located in the DC area.

IV. Antitrust Division

At the time of contract award, the Antitrust Division estimates that it will be supporting 125 to 150 active cases, at an annual billing level of about $10-12 million. While most contract staff would be assigned to work in the Washington DC offices, contract staff may also be placed at any one of ATR’s seven field offices. The field offices are located in Atlanta, Cleveland, Chicago, Dallas, New York, Philadelphia and San Francisco. Staff assigned to the DC location may be required to work various shifts, which include standard weekend work.

V. Civil Rights Division

At the time of contract award, the Civil Rights Division estimates that it will be supporting approximately 200 cases, mostly through on-site contractor clerical, paralegal, and IT staff, at an annual billing level of $6 million.

VI. Tax Division

At the time of contract award, the Tax Division anticipates having 15 active projects, at a total annual billing level of about $1.8 million.
