Evaluation Criteria: HDS Target Vehicles – FY18
I. Basis for Award This contract is a small business set-aside for a Service Disabled Veteran Owned Small Business (SDVOSB). The Government will award a single, firm fixed price contract to the responsible vendor whose quote conforms to the solicitation. The Government will select the quote that provides the best overall value.
II. Evaluation Factors The Government will make an award on a competitive best basis, using “tradeoff” among price and non-price factors. The Government may elect to award to other than the lowest priced Quoter, or other than the highest technically evaluated Quoter. The award will be made on the following factors:
1. Past Performance: See the Past Performance Rating Methodology
2. Price: See the Price Template
III. Past Performance This factor assess the Quoter’s past performance as it relates to providing target vehicles to a commercial company or federal government agency. The past performance evaluation factor is limited to current and past performance within the past three years of this solicitation. Each past performance profile is limited to two pages per prime or subcontract. The Government reserves the right to contact the points of contact identified in the past performance profiles to support Quoter’s self-assessment and review past performance contained in Government databases. The Government will assess past performance on two dimensions: Quality and Relevance per the charts below. The Government will assess each past performance profile and provide a cumulative rating. If a Quoter does not have relevant past performance, then their past performance portion of their quote will not be evaluated as favorable or unfavorable per FAR 15.305(a)(2)(iv).
