Evaluation Criteria: HDS Target Vehicles – FY18, Amendment #1
A. Basis for Award
This contract is a small business set-aside for a Service Disabled Veteran Owned Small Business
(SDVOSB). The Government will award a single, firm fixed price contract to the responsible vendor whose quote conforms to the solicitation. The Government will select the quote that provides the best overall value.
B. Evaluation Factors
The Government will make an award on a competitive best value basis, using “tradeoff” among price and non-price factors. The Government may elect to award to other than the lowest priced Quoter, or other than the highest technically evaluated Quoter. The relative importance of the evaluation factors are listed below in descending order. Technical is significantly more important than Price. The Price factor will become significantly more important as the non-price factors approach equality.
1. Technical: Non-price factor. (Pass/Fail)
2. Past Performance: Non-price factors. (Adjectival Rating)
3. Price: (Not rated)
I. Technical
Technical is a non-price factor and will be evaluated on a pass/fail basis. A Quoter that does not receive a pass rating will not be eligible for award.
RATING Description
Pass An officer of the company has provided the signed statement below
Fail An officer of the company has NOT provided the signed statement below
An officer of the company must provide the following signed acknowledgement:
“I ____________________, (TITLE), have read, understand, and will comply with the vehicle condition standards and delivery schedule provided in the Statement of Work.”
II. Past Performance
This factor assess the Quoter’s past performance as it relates to providing target vehicles to a commercial company or federal government agency. The past performance evaluation factor is limited to current and past performance within the past three years of the date of the solicitation is due (11/07/2017). The
Government will evaluate no more than five (5) past performances. Each past performance profile is limited to two pages per prime or subcontract. The Government reserves the right to contact the points of contact identified in the past performance profiles to validate Quoter’s self-assessment. The Government may also use past performance information available in Government databases. The Government will assess past performance on two dimensions: Relevance then Quality per the charts below. Past performance which is assessed as Not Relevant will not be considered for an adjectival rating. The Government will assess each past performance profile and provide a cumulative adjectival and relevant rating. If a Quoter does not have relevant past performance, then the past performance portion of its quote will not be evaluated as favorable or unfavorable. In this case the vendor’s past performance will receive an overall Neutral rating.
Past Performance Relevancy Ratings
