ATTACHMENT 3
INSTRUCTIONS TO OFFERORS
(a) All quotes must be typed in Times New Roman type, at least 12 point font, double-spaced, and one-sided.
(b) All quotes are due April 15, 2016 at 10:00AM Eastern Time. All quotes shall be submitted electronically to Contract Specialist Nanaesi Amoo via email, to nanaesi.amoo@usdoj.gov.
(c) The deadline for questions is April 13, 2016 at 10:00AM Eastern Time. Responses to questions will be posted as an amendment to the RFQ. Questions shall be submitted electronically to nanaesi.amoo@usdoj.gov.
(d) The Government anticipates award of a single Blanket Purchase Agreement (BPA) with one (1) base year and four (4) one-year option periods, in accordance with FAR 13.303. The award will be made on the basis of low-price, technically acceptable (LPTA). The technical evaluation will consider the offeror’s ability to meet the technical specifications, delivery, and past performance.
(e) The Government reserves the right to make award based on initial offers without discussions.
Therefore, the Offeror is requested to submit its best quotation to the Government on the most favorable terms both from a technical and cost/price standpoint.
(f) Evaluation Factors:
Product Specifications: The Offeror shall demonstrate its capability of provide sit to standing desk top solutions that meet ALL the required specifications attached. Along with the specifications, the offeror shall provide additional documentation to include (drawings and dimensions) to ensure all the specifications detailed in Attachment 1 have been met.
Delivery: The Offeror shall demonstrate its ability to deliver no later than 30 days to any location in the Continental United States.
Past Performance: The Government will evaluate the Offeror’s relevant contracts or orders for quality of previous relevant experience in performance for technical projects similar in size, scope, and complexity. Offerors shall provide no more than 3 examples of relevant contracts or orders, similar in dollar value, scope providing similar sit to standing desk top solutions over the past three (3) years on the RFQ. At a minimum, the Offeror shall provide the following information:

Projects must include a summary, a detailed description of items furnished, explanations for any delays, and problems encountered and corrective actions taken.
The Government reserves the right to obtain information for use in the evaluation from any and all sources including sources outside of the Government.
Price: All Offerors shall complete the Schedule of Supplies/Services with their Unit Pricing and total Amount on the attached Standard Form (SF) 1449. The quote shall be signed by an official authorized to bind your organization. It is understood that the Government will order more than a quantity of one (1), however, for the purpose of pricing evaluation, the form requests pricing for 1/each unit per CLIN.
All Offerors shall include multiple order discounts:
Order 1-5 Units x% off Order 6-10 Units x% off Order 11-15 Units x% off Order 16-20 Units x% off Order 21-50 Units x% off Order 51-100 Units x% off
