Statement of Work (SOW)

Network Management Support Services (NMSS)

1.0 Background

The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) regulates the firearms, alcohol, tobacco, and explosives industries.

Multiple computer systems on a variety of platforms support regulatory and criminal-enforcement functions. Efforts are constantly being made to modernize the network with new equipment and faster links to each site.

2.0 Purpose

ATF requires contractor services to provide guidance, support, and documentation for effective network management, monitoring, and analysis of ATF’s data and voice network traffic and equipment. ATF also requires contractor service to review telecomm-related documentation for accuracy and for security compliance and for telecomm invoice review services.

3.0 Scope

The Contractor shall be responsible for providing support services for the Office of Science and Technology’s (OST), IT System Man-agement Division (ITSMD). Such services will be for network management, network monitoring, documentation, and invoice review and reconciliation support. Network management and monitoring support is necessary for a variety of computer and communication equipment. Examples of this equipment are: UNIX servers, Microsoft Windows servers, Cisco routers and switches, frame-relay lines, T1 lines, ATM lines, MPLS lines, and IP PBX systems. The documentation support is necessary to properly create and edit documentation for items such as minimum security requirements, Certification & Accreditation (C&A) documentation, computer-op-erations manuals, and responses to DOJ audit findings. Invoice review and reconciliation support is necessary to help submit invoices for payment.

As systems are implemented, ATF requires contractor assistance to ensure adequate network monitoring, adequate network trouble-shooting, and adequate network-traffic reporting with both current and new network monitoring tools. These tools will be used to view and analyze the ATF network as a whole including data and voice.

4.0 Tasks/Deliverables. The Contractor shall provide the following:

4.1 Project Schedules. Project Schedules shall be completed in MS Project, detailing tasks, dates, durations, and resources. (due 15 calendar days after written notification from the Contracting Officer’s Representative (COR))

4.2 Work/Project Plans. The Work/Project Plans shall detail the steps required to perform the task assigned using the Informa-tion Services Division’s (ISD) standardized template. Contractor, for most assignments, will only be providing input to the Work/ Project Plan rather than creating the plan from start to finish. (due 15 calendar days after written notification from the COR)

4.3 Planning Tasks

DJA-13-AHDQ-R-0035 Page 7 of 61

4.3.1 Assist ATF in evaluating current network-monitoring products and make recommendations on how best to use them. Some of the current monitoring products are Solarwind running on Windows machines, and the following network-management tools: Cisco, AVAYA, and OPNET.

4.3.2 Evaluate and recommend additional hardware and software products needed for effective network monitoring.

4.3.3 Provide general system configuration, procedures, testing models, support and training needed for ATF to do effective network monitoring.

4.3.4 Provide documentation to ATF on any formal recommendations put forth by the Contractor.

4.3.5 Program Code may be routing configurations, scripts, or developing code to run on ATF’s operating systems. (infrequent as-signment due 30 calendar days after written notification from the COR)

4.4 Network-Management Tasks

4.4.1 Provide guidance, support, and documentation for effective monitoring and analysis of ATF’s voice and data network traffic and equipment. Much of ATF’s network traffic is over ATM (Asynchronous Transfer Mode), T1, or MPLS (Multi-Protocol Switch-ing) with Cisco products routing the traffic.

4.4.2 Provide guidance, support, and documentation for effective reporting of network traffic conditions (setting alarms thresholds and reporting options).

4.4.3 Monitor, support, and troubleshoot Cisco-related products with respect to Wide Area Networks (WAN) and Local Area Net-works (LAN).

4.4.4 Provide recommendations with documentation on how best to implement network throughput improvements via either hard-ware or a software solution.

4.4.5 Provide coverage for ATF’s WAN Help Desk during the hours/time frames set up by ATF (See Section 11.0).
