About this file

This is a Vendor Questions and Answers document issued by the Illinois Department of Natural Resources (IDNR) regarding the Dixon Springs State Park Swimming Pool Concession contract opportunity (26-422DNR-REALT-B-49897). The contract seeks a vendor to operate and maintain the swimming pool concession at Dixon Springs State Park. The concession will operate from May 23 through August 16, 2026, with a final end date of August 31, 2026, for vendor transition out of the facility. The vendor is responsible for all labor required to operate and maintain the concession, including pool opening and closing procedures, with IDNR offering assistance with seasonal preparation. An updated inventory list has been provided to bidders through the BidBuy system.

The vendor is responsible for all utilities including electricity, propane, and internet, with historical 2025 utility costs provided for estimation purposes. Based on 2025 data when the pool operated for two months (July 1–September 1), electricity costs totaled approximately $3,210.90, requiring proration for the nearly three-month 2026 operating season. The vendor must also provide and pay for all pool chemicals and supplies necessary for proper operation, with 2025 chemical costs totaling $8,349.09. IDNR retains responsibility for maintenance and repair of the concession facility, except in cases of vendor negligence. A vendor request to extend operations through Labor Day was denied based on historical low weekday usage once local schools resume and the lack of fiscal justification for extended operations beyond August 16, 2026.

ILLINOIS DEPARTMENT OF NATURAL RESOURCES

VENDOR QUESTIONS

Date: January 20, 2026

26-422DNR-REALT-B-49897

LOCATION: Dixon Springs State Park

PROJECT TITLE: Dixon Springs State Park Swimming Pool Concession

Vendor Question 1:

Is the Inventory listed in Section 1.6.1.4. correct?

IDNR Answer 1:

No. An updated inventory list has been added to the contract which has been attached to the Bid in BidBuy.

Vendor Question 2:

Section 1.5.1.8. states that the vendor is “responsible for electricity, propane, internet and all other utilities necessary” to run the concession. Is it possible to see the costs of those items previously for the concession?

IDNR Answer 2:

The information for the utility costs for 2025 covered by IDNR are listed below. The swimming pool was only open for 2 months in 2025, July 1-September 1. For a full seasonal cost for the current contract, the following amounts will need to be prorated for almost 3 months, May 23-August 16, 2026.

Electric:

6/26-7/26: $1,375.35 7/27-8/26: $1,392.34 8/27-9/26: $443.21

Vendor Question 3:

Who prepares the pool for opening for the season? Who is responsible for any damage found when opening the pool?

IDNR Answer 3:

In 2025, IDNR opened the pool for the season due to the limited time prior to the pool opening for the term of the contract. It required a full week for 5 staff to clean, disinfect and fill the pool to be ready for the season. Per Section 1.5.1.4. of the contract, the vendor is responsible to provide all labor required to operate and maintain the concession. Thus it is IDNR’s position that it would be the awarded vendor’s responsibility to open and close the pool and all that entails. However, IDNR is willing to help with the awarded vendor in this process to reduce the burden on either party in getting the pool ready for the season.

Also, per Section 1.6.2.1. IDNR shall be responsible for the maintenance and repair of the concession. Except in cases of any negligence of the vendor or its employees, if any damage found or repair needed of the concession upon opening of the pool, IDNR shall be responsible, based on availability of funds.

Vendor Question 4:

Who is responsible for the pool chemicals?

IDNR Answer 4:

Per Section 1.5.1.4. the vendor is responsible for all supplies to operate and maintain the concession which would include the pool chemicals needed to properly run the swimming pool concession. Below is a breakdown of the expenses for the swimming pool chemicals used during the 2025 season.

Bleach and Trichlor tablets
$930.59
Pool chemicals
$3,901.60
Pool chemicals
$3,516.90

Total: $8,349.09

Vendor Question 5:

The contract states that the pool shall be closed by August 16, 2026, with an end date of August 31, 2026, for the vendor to be out of the concession. Is it possible to keep the concession open, at least on weekends, through Labor Day?

IDNR Answer 5:

The end date stated in the contract was decided upon due to historical lack of overall interest during the week in the pool due to the local schools restarting for the fall in addition to the cost of operation that it did not make fiscal sense to keep the pool open past August 16, 2026. At this time, IDNR still believes this to be the best time for the pool to close for the season.
