About this file

This is a General Requirements and Covenants document from the State of Connecticut Department of Transportation and the City of Bridgeport Department of Public Purchases for the Rehabilitation of the Access Ramp of Margaret E. Morton Government Center located at 999 Broad Street, Bridgeport, Connecticut. The project encompasses comprehensive structural repairs to the rooftop parking ramp, including removal of existing bituminous pavement, replacement of deteriorated structural steel members and connections, partial depth concrete patching with minimum compressive strength of 3,500 psi, installation of preformed expansion joints, trench drain system replacement and cleaning, masonry repointing, spray-applied cold liquid elastomeric waterproofing membrane installation, and asphalt paving overlay. Sealed electronic bids must be submitted through the City's OpenGov Procurement Portal by 2:00 p.m. Eastern Standard Time on Tuesday, March 24, 2026. Written questions must be submitted by 4:00 p.m. on Wednesday, March 11, 2026, with all answers published as addenda on the procurement portal. The contract incorporates the State of Connecticut Standard Specification for Roads, Bridges, and Incidental Construction (Form 819) as amended.

The document notifies contractors that a limited hazardous materials site investigation has identified the presence of lead in paint on the steel framing at concentrations below the threshold for lead-based paint classification, and suspect asbestos fireproofing material has been determined to be non-asbestos containing. All steel and metal generated from work tasks shall be segregated and recycled as scrap metal at a scrap metal recycling facility, which is exempt from USEPA RCRA and CTDEEP Hazardous Waste Regulation. The contractor is solely responsible for implementing appropriate health and safety measures including air monitoring, engineering controls, personal protective equipment, decontamination procedures, equipment decontamination, and personnel training to address potential and actual risk of exposure to site-specific hazards. Bidders must be Connecticut-licensed contractors with properly certified employees, including SSPC painting contractor qualifications (QP1 and QP2) for lead paint work, CAS coating application specialist credentials, and AWS certified welding inspector credentials.

GENERAL

NOTICE TO CONTRACTOR – HAZARDOUS MATERIALS INVESTIGATIONS

A limited hazardous materials site investigation has been conducted at 999 Broad Street, Bridgeport, CT for structural repairs to the Roof Parking Ramp steel framing. The scope of inspection was limited to the representative components projected for impact.

The results of the investigation indicated the presence of lead in the paint on the steel framing. The results indicated that the percentage of lead was below the minimum for the paint to be considered “Lead-Based Paint”.

All steel and metal generated from work tasks (painted or not) shall be segregated and recycled as scrap metal at a scrap metal recycling facility. The recycling of scrap metal (regardless of lead paint concentration) is exempt from USEPA RCRA and CTDEEP Hazardous Waste Regulation.

Suspect asbestos fireproofing material coating the existing steel framing was sampled and determined to be a non-asbestos containing material.

The Contractor is hereby notified that these hazardous materials requiring special management or disposal procedures will be encountered during various construction activities conducted within the project limits. The Contractor will be required to implement appropriate health and safety measures for all construction activities impacting these materials. These measures shall include, but are not limited to, air monitoring, engineering controls, personal protective equipment and decontamination, equipment decontamination and personnel training. WORKER HEALTH

AND SAFETY PROTOCOLS WHICH ADDRESS POTENTIAL AND/OR ACTUAL RISK OF

EXPOSURE TO SITE SPECIFIC HAZARDS ARE SOLELY THE RESPONSIBILITY OF

THE CONTRACTOR.
