About this file

This file contains division 1 specifications for a design-build project at the Eagle Pass I & II Land Port of Entry Border Roadway Improvement and Construction (BRIC) project in Eagle Pass, Texas. The specifications cover project management requirements including scheduling, coordination, payment procedures, and submittal processes. Key requirements include using a Critical Path Method (CPM) schedule, conducting weekly progress meetings, implementing a waste management plan, and utilizing GSA's Project Management Information System (PMIS) Kahua for all project documentation.

The project involves roadway repairs and paving replacement using Low Embodied Carbon (LEC) materials including asphalt, concrete and steel. The work must be conducted in multiple phases to maintain port operations. The contractor must coordinate with CBP operations and limit construction hours to between 8 AM and midnight. The project includes 14 options for different road sections at both Eagle Pass I and II facilities. Quality control requirements include having a dedicated safety and health officer, waste management coordinator, and project coordinator with construction administration experience. The specifications detail requirements for schedule updates, payment applications, and project coordination between the contractor, GSA, and CBP to ensure minimal disruption to port operations.
