About this file
This is Addendum No. 1 issued by the Massachusetts Department of Transportation Highway Division for Project 614075, a bridge drainage installation and rehabilitation contract covering District 6 at various locations. The addendum, dated July 16, 2026, modifies contract documents and supplements specifications for the project valued at $792,000. Sealed proposals are due August 4, 2026 at 2:00 p.m. through www.bidx.com. Prospective bidders must be pre-qualified by MassDOT in the BRIDGE-CONSTRUCTION category before proposal submission, with the Request Proposal Form (R109) required at least 14 days prior to bid opening. The addendum revises multiple documents including the table of contents, notice to contractors, supplemental specifications, and price adjustment provisions for structural steel and reinforcing steel. Key specification changes include modifications to drainage system sediment measurement and payment sections, updates to cement concrete pavement joint filler materials, comprehensive new subsections for milled rumble strips with four types (A, B, C, D), revised impact attenuator payment items, new subsections for power pedestals in traffic control wiring, addition of traffic signal detection systems including vehicle detection systems and pedestrian detectors, new connected work zone notification system requirements, and updated materials specifications for preformed expansion joint filler and traffic control devices.
The contract requires a proposal guaranty of 5% of the bid value and is subject to Massachusetts prevailing wage rates as determined by the Commissioner of the Massachusetts Department of Labor and Workforce Development. Price adjustments apply to hot mix asphalt (base price $712.50/ton), Portland cement ($452.13/ton), diesel fuel ($3.911/gallon), gasoline ($3.136/gallon), and structural and reinforcing steel with a base price index of 370.1. Price adjustments for steel are mandatory and calculated using the U.S. Department of Labor Bureau of Labor Statistics Producer Price Index Series WPU101702, with adjustments applying only when variances between base and period prices reach 5% or more. The project is subject to Massachusetts General Laws Chapter 30 Section 39R and 39O requirements, Architectural Access Board regulations (521 CMR 1.00 et seq.), and all work must comply with 2026 Standard Specifications for Highways and Bridges as amended by these supplemental specifications. Informational contract documents are available upon request to MassDOTBidDocuments@dot.state.ma.us, and prospective bidders should access documents and submit bids through www.commbuys.com or www.bidx.com as directed.

| the | walk | interval. | ||||||||||||||
| The | locator | tone | shall | be | disabled | if | the | traffic | control | signal | or | pedestrian | hybrid | beacon | is | operating |
in an emergency or fault flashing mode.
| The | locator | tone | shall | be | active | during | the | flashing | yellow | and | alternating | flashing | red | intervals | of | a |
| pedestrian | hybrid | beacon | phasing | sequence. |
| Upon | button | press, | the | locator | tone | at | that | pushbutton | shall | be | interrupted | and | a | speech | message | of | “Wait” |
| shall | be | broadcast. |
| The | normal | status | of | the | pilot | light | shall | be | dark. | The | pilot | light | shall | illuminate | upon | button | press | and | stay |
| illuminated | until | the | start | of | the | walk | interval, | when | it | shall | return | to | dark. | If | the | associated | pedestrian | phase | |
| is | set | to | pedestrian | recall, | the | pilot | light | shall | stay | illuminated | for | all | intervals | except | for | the | walk | interval. |
| The | audible | walk | indication | shall | an | audible | tone | unless | a | speech | message | is | called | for | in | the | Plans. | The |
| audible | tone | shall | repeat | at | 8 | to | 10 | ticks | per | second, | in | multiple | frequencies, | with | the | dominant | component | at |
| 880 | Hz. |
If a speech message is used, the following shall apply:
| For | exclusive | pedestrian | phases, | during | the | walk | interval | the | speech | message | shall | be: | “walk | sign | is |

| *For | concurrent | pedestrian | phases, | during | the | walk | interval | the | speech | message | shall | be: | “[STREET | ||
| NAME]. | Walk | sign | is | on | for | [STREET | NAME].” | This | message | shall | be | broadcast | a | single | instance. |
| If | the | signal | is | programmed | to | rest | in | walk, | the | concurrent | pedestrian | speech | message | shall | be |
| repeated | upon | each | subsequent | button | press. |
*Note: See Plans for Street Name information.
The vibrotactile arrow shall vibrate during the walk interval.
| The | Contractor | shall | include | a | fault | relay | that | will | default | to | placing | a | constant | pedestrian | call | from | any |

| be | required | to | adjust | the | location, | orientation, | and/or | number | of | detector/sensors. | The | Contractor | may | also | ||||
| adjust | the | location | of | the | detection | zones | at | this | time. | Upon | completion | of | this | work, | the | system | shall | be |
| reevaluated | in | the | presence | of | the | Engineer. | This | process | shall | be | repeated | until | the | operational | ||||
| requirements | are | met. |
