About this file
This is an Addendum to multiple Requests for Qualification (RFQs) issued by the Georgia Department of Transportation (GDOT) Office of Procurement for Engineering and Design Services, issued on October 23, 2025. The addendum applies to ten separate solicitations covering various engineering and design services including maintenance engineering and inspections services for multiple districts, value engineering studies, roadway testing technician services, construction engineering and inspection services for the I-285 Corridor, geotechnical engineering and environmental services, district general engineering and design services, batch engineering design services, and statewide survey database checks. The addendum modifies existing RFQ requirements but does not specify detailed project scopes, timelines, response deadlines, site visits, or bidders conferences. A signed acknowledgment of the addendum must be attached to Phase I submittals.
The primary purpose of this addendum is to remove Disadvantaged Business Enterprise (DBE) program requirements and goals from the specified solicitations. Specifically, the addendum deletes the 11% overall annual DBE participation goal adopted by the GDOT Board for federally funded projects and removes all non-discrimination and DBE requirements from various sections of the RFQ documents across the ten solicitations. For the Batch #1 2025 Engineering Design Services solicitation, the addendum also modifies the Phase II selection criteria by increasing the Technical Approach weight to 45% and eliminates the DBE Utilization Plan requirement. Additionally, one contract (PI: 0013568 in Butts and Lamar Counties) has been canceled. The addendum supersedes all previously released information on these matters, and failure to acknowledge and adhere to these changes may result in proposal disqualification.
