PROJECT NAME: DIRECTIONAL BORING AND TRENCHING SERVICES 3 OF 16

Introduction Bay City Electric Light & Power (BCELP) is requesting bids from qualified contractors to perform directional boring and/or trenching conduit operations to assist BCELP in installing underground electric lines. The amount of work required for the calendar year has no guaranteed quantities.

The successful bidder will be retained by BCELP for a two-year period (with a one-year renewal option if mutually agreed upon) to provide these services, as they are required. BCELP shall have the option to bid specific projects as deemed necessary.

The scope of work will include in-ground boring and trenching to create full-conduit distribution primary, secondary, and service installations within BCELP’s service territory. The main area of assistance from the successful bidder will be the installation of conduits, as well at times padmount equipment bases, junction boxes, vaults, and secondary pedestals. The successful bidder is expected to possess the experienced personnel, the proper equipment and the necessary tools to excavate and/or directional bore in a wide variety of differing physical locations and conditions. Additional scope includes backfill, removing spoils from trenching/directional boring, compacting and re-landscaping with various materials, as well as installing BCELP’s conduit, secondary junction boxes and pedestals, equipment bases and vaults. BCELP will provide mapping for all the work to be done.

Proposals should include sufficient information to assess the proposing entities’ capability to perform directional boring and/or trenching operations.

Bids must be submitted on a unit price basis on the attached form.

Bay City Electric Light & Power Background Bay City Electric Light & Power (BCELP) is an electric utility, owned by the City of Bay City, Michigan.

The drilling fluid reservoir tank will be sized for adequate storage of the mud. The mixing system will continually agitate the drilling fluid during drilling operations.

L. Drilling fluids will be composed of clean water and appropriate additive. Water will be from a clean source with a pH of 8.5 – 10 and/or as per mixing requirement from the manufacturer.

Water of lower pH or with excessive calcium will be treated with appropriate amount of sodium carbonate or equal. The water and additives will be mixed thoroughly and be absent of any clumps or clods. No hazardous additives may be used. Drilling fluid will be maintained at a viscosity sufficient to suspend cuttings and maintain the integrity of the bore wall. The successful bidder will be responsible for supplying all water required for the drilling operation.

M. Determination of appropriate drilling fluid should take into account hold diameters, depth, groundwater elevation, soil density, cohesion, and head losses between measurement point (drilling rig) and injection point (drill head).

N. The drilling fluid pumping system will have a minimum capacity to supply drilling fluid in accordance with the drilling equipment pull back rating at a constant required pressure. The delivery system will have filters in-line to prevent solids from being pumped into the drill pipe.

Connections between the pump and drill pipe will be relatively leak free. Used drilling fluid and drilling fluid spilled during drilling operations must be contained and vacuumed up immediately following each drilling operation. Boring waste will be disposed of in accordance with all local, state, and federal regulations. Successful bidders are to provide a description of how they propose to dispose of their boring waste.

O. Following drilling operations, the successful bidder will demobilize equipment and restore the work area as noted on the drawings, to original conditions, or to satisfy the requirements of permits whichever is most strict. All excavations will be fully backfilled and compacted to existing grade. Where drilling fluid is not allowed to be disposed of on the project site, it will be removed by a vacuum truck and disposed of by the successful bidder. If the drawings or permits do not

PROJECT NAME: DIRECTIONAL BORING AND TRENCHING SERVICES 11 OF 16

clearly specify where drilling fluid is to be disposed of, the successful bidder shall remove it per the methods noted herein.

P. Clean out all conduits/pipe following the complete installation of each conduit/pipe section between equipment, handholes, or pads with appropriately sized brush and install a pull string.

Secure the pull string at each conduit/pipe end to ensure it does not fall back into the pipe. Cap all conduits/pipes stubbed above grade at poles to keep water and debris from entering the conduit/pipe.

Q. The successful bidder will assist BCELP staff in completing as-built drawing of the pipe installation including horizontal position to fixed reference points such as center of roadway, distance off ROW, line, etc. and depth below grade, water, bottom of stream, river, lake etc. BCELP staff will meet with successful bidder staff throughout the project to collect all required information.

Horizontal and vertical positions shall be noted a minimum of every twenty feet along the route.

Site Restoration If site restoration completed by successful bidder is not acceptable, BCELP will store or replace when any public or private property is damaged by the successful bidder’s work, equipment, or employees, to a condition at least equal to that existing immediately prior to the beginning of successful bidder’s operations. This includes all highway, driveway, walk or landscaping, etc. BCELP will invoice the successful bidder for said site restoration.

Safety Rules The successful bidder shall have a written safety program in place to adequately protect their employees from workplace hazards. Written documentation of the safety program and employee trainings shall be made available to BCELP upon request. The successful bidder is ultimately responsible for the safety of all successful bidder employees while completing the project(s).
