About this file
This is a solicitation document from the State of Maine for a one-year purchasing agreement contract to procure Differential Gear Units (NSN 2520-01-357-5056, Part Number 6023000) to support vehicle refurbishment and repair operations at production facilities in Limestone, Maine. The solicitation seeks vendors capable of delivering 250 units within 30 days of contract award and an additional 500 units within 90 days. The projected 12-month purchase volume is 750–1,000 units, though actual purchases will depend on production needs with no guaranteed minimum or maximum volumes. The contract may be eligible for extension beyond the initial term. Bidders must submit responses using the provided spreadsheet template with all required information, and samples may be required for evaluation prior to award, with the contractor bearing sample freight and delivery costs.
Bid pricing must be fixed and include all freight and delivery charges to the Limestone, Maine destination, applicable to any order quantity including partial shipments unless alternative delivery constraints are agreed upon in writing. Bidders must be screened through the federal Excluded Parties List System (EPLS) and comply with Buy American Act requirements. Certificates of conformance to military and OEM standards may be required, and proposals involving used or surplus government property must include complete descriptions, quantities, acquiring agency information, and acquisition dates. All inquiries must be directed to the State Purchasing Division contact rather than the facility directly. The solicitation requires mandatory entries in columns A through M of the bid response template, including registered company name, product condition (new, remanufactured, or other), manufacturer details, unit price, price guarantee date, delivery lead time, and available quantities for specified delivery windows.
