About this file

This is a Data Item Description (DI-TMSS-80229D) that specifies the format and content requirements for Technical Order Improvement Reports and Replies submitted on AFTO Form 22. The document is applicable to Air Force contracts where contractors operate and maintain centrally-acquired equipment according to published Technical Orders (TOs). Contractors may submit reports to identify either corrections to existing TOs or improvements to procedures that, while currently correct, can be performed more efficiently, safely, or cost-effectively. The Office of Primary Responsibility is F-MSG/ILMP, with an approval date of October 19, 1999.

The DI establishes detailed formatting requirements for all 27 blocks on AFTO Form 22, including report date, TO and TO Manager identification, Technical Order Number, Improvement Report Number (which incorporates the contractor's CAGE code, calendar year, sequential numbering, and urgency category), affected page numbers, paragraph and figure references, and a brief summary of the deficiency and recommended changes. Contractors must also provide rough order of magnitude estimates for annual savings in both dollars and manhours when applicable. The form requires signatures from the initiator, supervisor, and Product Improvement Manager or Quality Assurance representative. Blocks 15 through 27 are completed by government personnel during evaluation. Electronic and paper formats are both acceptable, with electronic versions available from the Air Force TO System website. This document supersedes DI-TMSS-80229C.
