1. SCOPE OF WORK
1.1. OVERVIEW AND PURPOSE:
Shawnee Correctional Center relies on a Motorola SmartNet eight hundred (800)-megahertz trunked radio system and a Centracom Gold Elite console to support daily security and emergency communication throughout the facility. The console software has degraded and the system's repeater digital interface units, referred to as DIUs, are exhibiting operational problems that Department radio technicians have been unable to fully resolve using in-house tools and parts. The estimated age of this system is twenty-two years.
The Illinois Department of Corrections requires a qualified vendor to diagnose and repair the existing SmartNet radio system and Centracom Gold Elite console so that Shawnee Correctional Center can restore full and reliable radio communication capability.
This procurement is intended to correct the existing system as installed and is not intended to result in a recommendation for system replacement or equipment upgrades.
1.2. SUPPLIES AND/OR SERVICES REQUIRED:
1.2.1. The vendor shall provide on-site diagnostic and repair services for the existing Motorola SmartNet eight-hundred-megahertz radio system and Centracom Gold Elite console located at Shawnee Correctional Center.
1.2.2. The vendor shall reload the Centracom Gold Elite console software to restore proper console function.
1.2.3. The vendor shall diagnose and repair the repeater DIUs identified as contributing to current system operability issues.
1.2.4. The vendor shall diagnose and repair any other component of the existing SmartNet radio system or Centracom Gold Elite console found to be contributing to current operability issues.

No programming, software revisions, configuration changes, or system modifications shall alter the operational capabilities of the existing system without prior written approval from the Department.
1.2.5.2. Prior to reloading software, reprogramming equipment, or modifying system configurations, the Vendor shall create a backup of the existing system configuration and programming, when technically feasibility. Upon request, the Vendor shall provide a copy of the backup files to the Department.
1.2.6. Upon completion of repairs, the vendor shall verify that the SmartNet radio system and Centracom Gold Elite console are restored to full operational function and shall demonstrate that function to Department radio shop staff before departing the facility.
1.2.6.1. Following completion of repairs, the Vendor shall perform operational testing demonstrating that the repaired system is functioning as intended. Testing shall include, at a minimum, console transmit and receive functions, repeater communications, radio communications with field units, channel selection, and any additional system functions affected by the repairs.
1.2.6.2. The Department shall inspect and evaluate the completed repairs following operational testing. Final acceptance shall occur upon verification that the system has been restored to operational statues consistent with the requirements of this contract.
1.2.7. The vendor shall warrant all repair work performed under this contract against defects in workmanship for a period of twelve months from the date the Department accepts the completed repairs. If any repaired component fails due to defective workmanship during the warranty period, the vendor shall correct the failure at no additional cost to the Department.
1.2.8. If, during diagnostic evaluation or repair activities, the Vendor identifies additional deficiencies outside the scope of this contract, the Vendor is prohibited from performing those duties as they fall outside the scope of the contract.
1.2.9. The vendor shall complete an on-site diagnostic evaluation of the SmartNet system and Centracom Gold Elite console during the initial site visit.
1.2.10 The vendor shall reload the Centracom Gold Elite console software as part of the repair scope.
1.2.11 The vendor shall complete repair of the repeater DIUs and any other components found to require repair.

1.3. MILESTONES AND DELIVERABLES:
1.3.1. The vendor shall report to Shawnee Correctional Center within forty-eight hours of contract execution.
1.3.2. The vendor shall complete a project kickoff meeting with facility leadership and radio shop staff to confirm the scope of repair work and establish communication protocols within seventy-two hours of contract execution.
1.3.3. Within five (5) business days following completion of the initial diagnostic evaluation, the Vendor shall provide the Department with a written report summarizing the diagnostic findings, identifying repairs required, identifying any parts requirement replacement, or off-site repair, and providing and estimated schedule for completion.
1.3.3.1. Upon completion of the contract, the vendor shall provide the Department with a final written report documenting all diagnostic findings, repairs performed, parts replaced, software, reconfigures, operational testing completed, and final operational status of the system.
