About this file
This document is a Sole Source Justification Form for the State of Illinois Department of Human Services (IDHS) to procure a new Apex MLOCR Front end, Postjet printer, and 32 2-tier X-class pockets (bins) for the existing Criterion Sorter located at 5020A Industrial Drive in Springfield, Illinois. This procurement will allow the creation of 2 separate pre-sort stations using the existing Criterion Sorter with 96 2-tier X-class pockets, resulting in a total of 128 pockets. The need for this upgrade stems from the approaching end of serviceable life for the 11 Infinity Meters currently used to apply postage, which are proprietary to Pitney Bowes. The new equipment is also proprietary to Fluence Automation, and the IDHS has an existing Repair & Maintenance agreement that would cover the new equipment.
The total cost for this sole source procurement is $405,780. The justification cites operational similarities that will minimize staff training, as well as a projected 3% increase in qualified USPS pre-sort discounts, resulting in estimated annual savings of over $183,000. The IDHS reached out to Fluence to explore using a NASPO ValuePoint contract, but determined there would be no cost savings to the state. The IDHS is satisfied the best pricing has been achieved without going through the ValuePoint contract.

| Q1Answer: The State of Illinois Department of Human Services (IDHS) is seeking to procure a new Apex MLOCR Front end, Postjet printer and 32 2-tier X-class pockets (bins) for the Criterion Sorter located at 5020A Industrial Drive in Springfield, Illinois. This procurement will allow 2 separate pre-sort stations to be created, using the existing Criterion Sorter with 96 2-tier X-class pockets (bins). When completed, the Mail Processing Unit (MPU)would have 128 total pockets, 32 at one station and 96 remaining at the other. Fluence Automation has quoted the cost of this project at $405,780.00. |
The need for this upgrade stems from the approaching end of serviceable life for 11 Infinity Meters currently used to apply postage on the back end of the inserting process within the Mail Processing Unit (MPU). The Infinity Meters are proprietary equipment owned by Pitney Bowes - United States Postal regulations do not allow private ownership of these meters, so IDHS leases the Infinity Meters from Pitney and also has an annual repair and maintenance agreement. The lease costs for the meters total $9,240.00 annually and the R&M agreement costs an additional $18,570.00 each year. In addition, the MPU has to purchase supplies for the meters - print heads and ink. Because these meters are now at end of life, manufacturing of the supplies has all but stopped, and costs have quadrupled. The print heads and ink used to cost just over $200 per meter - costs are now over $900 per meter and there is only one supplier that still maintains any inventory. This inventory is finite, and in the near future the Infinity Meters will be completely obsolete. When these meters are retired, the MPU will have no redundant ability to apply postage to pre-inserted letters. If the existing Criterion Sorter is out of service for any reason, letters generated in the MPU would either have to be sent to a third-party vendor for processing at an additional cost, or sit in queue until the sorter is placed back into service, causing delays in delivery and resulting in mandated deadlines being missed. This could result in benefit delays to agency customers, fines, loss of Federal funding, and lawsuits.
| Q2Answer: The existing Criterion Sorter with 96 2-tier X-class pockets (bins) is proprietary Fluence Automation equipment. The new equipment is also proprietary to Fluence Automation, and we have a Repair & Maintenance agreement currently in place that would cover the new equipment until the next renewal. In addition to the proprietary nature of this equipment, there are operational similarities which will minimize staff training needs and burn-in. Given MPU staff are already familiar with the operation and upkeep of the existing Criterion Sorter, the timeframe to put the new Apex MLOCR sorter into production is significantly reduced. Once in production, the additional 32 bins provided by this project will allow expansion of the sort schemes used to meet the USPS qualified pre-sort discounts. Conservatively, the MPU should see at least a 3% increase in qualified discounts, which will save the following postage amounts on average: Weekly = $2,876.01; Monthly = $12,942.03; Annually = $155,304.41. When you combine the annual average savings with the savings realized by eliminating the lease and R&M agreement for the Infinity Meters, the total average annual savings will be over $183,000.00. This provides a Return on Investment of approximately 26 months. |
| Q3Answer: As stated above, business needs are currently met using the 11 Infinity Meters to apply postage on the back end of the inserting process within the Mail Processing Unit (MPU). The procurement of a new Apex MLOCR Front end, Postjet printer and 32 2-tier X-class pockets (bins) for the Criterion Sorter will allow expansion of our current pre-sort capabilities, and provide the redundant ability to apply postage to pre-inserted letters.

| Q7Answer: By assessing operation needs, it was determined that Sole Source is the best option to procure this equipment at this time. Fluence Automation has entered into an agreement with the NASPO buying cooperative, ValuePoint. DHS reached out to Fluence to explore using that contract and determine what the potential cost savings would be to the State. Fluence responded that the ValuePoint contract was primarily for equipment purchases and that the sort of maintenance services we were seeking were not entirely included in the ValuePoint agreement. Fluence also stated there would be no cost savings to the State using the ValuePoint contract. For these reasons, DHS is satisfied the best pricing available has been achieved without going through ValuePoint.

| Q8aAnswer: Software updates and additional Repair & Maintenance agreements would be required in the future. |
| Q9Answer: If this project is not completed, the MPU will no longer have redundant capability to apply postage to pre-inserted letters. As stated above the 11 Infinity Meters, currently used to apply postage on the back end of the inserting process within the Mail Processing Unit (MPU), are nearing the end of their service life. The Infinity Meters are proprietary equipment owned by Pitney Bowes - United States Postal regulations do not allow private ownership of these meters, so IDHS leases the Infinity Meters from Pitney and also has an annual repair and maintenance agreement.
