STATEMENT OF WORK SUMMARY: BULK PROPANE DELIVERY SERVICE
This Statement of Work outlines Fermilab's requirement for comprehensive bulk propane delivery services from October 1, 2026 through September 30, 2031, consisting of a two-year base period and three one-year option periods. The offeror must supply all labor, equipment, materials, storage tanks, regulators, and transportation necessary to deliver propane on a "keep full" basis and upon request, install and remove propane tanks and regulators, and provide emergency response and maintenance services. Current installations include nine tank locations ranging from 120 to 1,000 gallons, with the offeror responsible for tank maintenance, regulators, and secondary regulators, while Fermilab retains responsibility for gas lines beyond the secondary regulator. All work must comply with OSHA 29 CFR 1910.110 & 1910.153, NFPA 54 (2015), and NFPA 58 (2017). Emergency response is required within two hours for all propane leaks or system issues, including after-hours emergencies.
Pricing is composed of a fixed bid amount for the offeror's distribution, profit, and overhead combined with an indexed amount based on the average Mont Belvieu propane price from BPN's weekly propane newsletter. The estimated annual propane quantity is 10,000 gallons with a guaranteed minimum purchase of 4,000 gallons per year, though only actual requirements will be purchased. Deliveries must be measured by certified meters recalibrated twice annually with a margin of error of plus or minus one percent. The offeror must submit delivery tickets, weight tickets from the Fermilab truck scale, and calibration reports to designated Fermilab personnel. All offeror employees must complete Offeror Orientation (1/2 hour) every two years and obtain Fermilab ID badges (1/2 hour). Invoices must be submitted electronically to APINVOICES@FNAL.GOV and include detailed service descriptions, delivery dates, tank asset numbers, and supporting documentation including freight bills for charges exceeding $250.
