About this file

This is a Contractor Capability Survey designed to assess vendor qualifications for IBM Cognos training services required by the Defense Finance and Accounting Service (DFAS). The survey collects business information including company name, CAGE code, address, website, and contact details, along with small business designations such as Woman Owned Small Business, HUBZone, Service Disabled Veteran Owned, and 8(a) certification status.

The survey evaluates corporate experience and capability across seven key areas: alignment of course titles with the Performance Work Statement (PWS) requirements, capacity to deliver two simultaneous sessions of the same course with qualified instructors on staff, experience providing similar technical training to federal agencies within the past three years, pricing structure consistency across three delivery methods (Virtual Only, In-Person Off-Site, and In-Person On-Site), and ability to provide training within ten business days for CONUS classes and thirty days for OCONUS classes. Technical approach requirements address virtual platform specifications requiring synchronous delivery via standard DFAS workstations over HTTPS without local software installation, 24/7 virtual lab environment accessibility with participant work-saving capabilities, NASBA CPE sponsor registration status and certificate issuance within two weeks, course materials development in non-proprietary electronic formats with 508 compliance and JAWS software support, instructor qualifications requiring three years of teaching experience and three years as an IBM Certified Cognos programmer/developer, and vendor-operated training facility capability within fifteen miles of Columbus, Indianapolis, and Cleveland, Ohio locations with equipment and no-cost parking. The survey also requires confirmation of security clearance capability including Tier 1 background investigation and DoD Common Access Card (CAC) eligibility.

Part 2. Survey Questions

Corporate Experience & Capability

1. Do your course titles for Cognos training match those listed in the PWS (e.g., "IBM Cognos Analytics: Author Reports Fundamentals")? If not, please provide a cross-reference list of your equivalent course titles.

2. The PWS requires the ability to deliver up to two (2) simultaneous sessions of the same course. Describe your company's capacity to meet this requirement. How many qualified instructors do you have on staff or readily available to teach the Cognos courses listed in the PWS?

3. Describe your company's experience in providing technical training of a similar scope and complexity to other federal government agencies. Please provide up to three examples from the past three years.

4. The PWS requires three different delivery methods: Virtual Only, In-Person Off-Site, and In-Person On-Site. Will your pricing for each course remain the same regardless of the delivery method, or will it be different for each? Please explain.

5. Confirm your ability to provide training within ten (10) business days' notice for CONUS classes and thirty (30) days' notice for OCONUS classes.

Technical Approach

1. The PWS requires a virtual platform that is synchronous, accessible via a standard DFAS workstation, and requires no local software installation. Please list the virtual platforms you use and confirm their ability to operate in such an environment over HTTPS (port 443).

2. Describe your virtual lab environment. Confirm that it is available 24 hours per day for the duration of a course, accessible without local software installation, and allows all participants to save their work.

3. The PWS requires the vendor to be a registered NASBA CPE sponsor. Please provide your NASBA Registry ID number. Confirm that you can provide CPEs for the relevant courses and issue certificates within two weeks of class completion.

4. Describe your process for developing and delivering course materials (e.g., workbooks, guides) for both in-person and virtual formats. Confirm your ability to provide materials in a non-proprietary electronic format and your approach to ensuring all materials are 508 compliant, including support for JAWS software.

5. Confirm that your instructors meet the minimum qualifications of three (3) years of teaching experience and three (3) years of professional experience as an IBM Certified Cognos programmer/developer.

6. Describe your capability and approach to providing vendor-operated training facilities within a 15-mile radius of the specified DFAS locations (Columbus, OH; Cleveland, OH; Indianapolis, IN), including all necessary equipment and no-cost parking.

7. Please confirm your company's ability to ensure all personnel meet the security requirements outlined in Section 11.0 of the PWS, including the Tier 1 background investigation and ability to obtain a DoD Common Access Card (CAC).
