STATEMENT OF WORK - SOUTHEAST MARINE SUPPORT FACILITY

1.0 REQUIREMENTS:

1.1 Documentation - The contractor shall certify that all Guards who will be assigned duties for the Southeast Marine Support Facility (SEMSF) Port Office meet the required qualifications as stated in the general specifications. The contractor shall supply a portfolio of each Guard to the Ship Command or Port Captain containing a copy of:

A. A medical statement claiming the person “fit for duty”.

B. Some means of certifying literate skills with reading comprehension, writing and speaking the English language.

C. A signed statement that the person has read and understands the terms of this contract.

D. A written certification that each Guard has successfully completed basic training in all areas as defined in the General Specifications. A sample “Report of Training Completion” is contained in the Appendix to the General Specifications.

E. A written certification of a security background check in accordance with the Department of Commerce security guidelines.

F. FLETC Charleston has additional badging requirements for access to the facility. Contractor shall submit all security officer FLETC badge requests to COR, Port Captain or other designated person via secure electronic communication.

Contractor shall have access to printer/scanner to do so.

1.2 Training Program - Prior to assigning a Guard to perform duties under this contract, the Contractor shall provide, at the Contractor’s expense, a formal training program. The formal training program for new employees must be conducted at facilities other than the Southeast Marine Support Facility. However, the Contractor may, at no cost to the Government, have one Guard at a time in training under the Guard assigned to the compound. The Guard in training must meet all qualifications of registration and medical certification before such training. In order to minimize continual familiarization and training of new guards, all efforts should be made to maintain assignment of guards who are familiar with the compound and the NOAA ships.

1.3 Uniforms - In addition to the general specifications, every Guard stationed on the compound must wear the same color and style of uniform.

Uniforms must include employee name badges and shoulder devices that identify the Contractor’s organization.

1.4 Cellular Telephone – The Contractor shall supply a common cellular telephone for all guards to carry. This should be capable of sending and receiving calls from all locations of the compound and inside the spaces of the ships. The cellular phone shall remain turned on and with the guard at all times while on watch. All guards shall be familiar with the operations of the cellular telephone including be not limited to, sending and receiving calls, retrieving voicemail and recognizing if a call was missed.

2.0 SPECIFIC DUTIES FOR THE GUARD

2.1 Scheduling when vessels are alongside pier.

A. Watches – The Contractor shall provide one (1) Guard per ship during the scheduled in-port periods for NOAA Ship RONALD H.

BROWN, NOAA Ship NANCY FOSTER or other visiting NOAA Ships are alongside in the Charleston area. The Port Captain or Ship Command will supply the Contractor with a schedule of the regular imports. This schedule is subject to change and the COTR will provide updates when they become available.

Additionally, the Contractor will also provide one (1) Guard per ship, within twelve (12) hours of notification by the Ship Command or the NOAA Port Office, for any unscheduled in-port periods for NOAA Ship RONALD H. BROWN, NOAA Ship NANCY FOSTER or any other NOAA Ship in the Charleston area.

The Contractor shall be capable of providing a second Guard, if required, within 24 hours of notification by an authorized ship representative. A Second Guard may be required due to a change in the MARSEC or national threat level. During times when the threat level is raised, additional rounds and increased vigilance may be required.

Watches on Monday, Tuesday, Wednesday, Thursday, and Friday will be from 1600 - 2400 and from 0000 - 0800 each day. Watches on Saturday, Sunday and Holidays will be 0800 - 1600, 1600 - 2400 and 0000 - 0800. The Guard shall not leave their post until relieved by another Guard or authorized ship representative.

B. Rounds - Rounds on the ship will take approximately 15 minutes on the NOAA Ship NANCY FOSTER and 30 minutes on the NOAA Ship RONALD H. BROWN. Rounds on any visiting NOAA ship may range from 5 to 30 minutes. The approximate time for rounds will be supplied by the visiting ship’s Command.

Rounds shall be conducted hourly (i.e., eight times in an eight hour shift). At the discretion of the Command, rounds may be reduced to every other hour (i.e., four times in an eight hour shift). The start time of all rounds should vary five to fifteen minutes to avoid an obvious pattern from being created. If more than one NOAA ship is in port at the same time, an effort should be made that both guards are not conducting rounds at the same time in order to maximize the time that at least one of the guards is able to view the outside pier area. The frequency of rounds may be increased by the COTR or ship’s Command when an increased security threat is determined.

When not making rounds the Guard will man the ship (as assigned) in a place that provides a view of the gangway, the pier and the parking area. The Guard may be assigned additional duties under special circumstances, i.e., prevent looting during the aftermath from severe weather conditions; check additional equipment stored on compound for a temporary period. The Guard will be called upon on occasion to be on site to catch lines upon the ships arrival or to cast off lines upon the ships departure. All guards should be physically capable of safely performing line-handling duties.

C. Flags – The Guard lowers the National Ensign and Jack on both ships at sunset everyday. The Guard will also raise the National Ensign and Jack on both ships at 0800 on Saturday, Sunday and Holidays.

2.2 Duties

A. Upon arrival the Guard shall notify the OOD, annotate time of his arrival, receive any special instructions from OOD’s, begin rounds and receive keys, Detex clock, the ship’s guard book and any special instructions from the Ship’s Command. The guard should be familiar with all procedures in the ships’ guard book including, but not limited to, fire response, power failure and equipment reset procedures.

B. The off-going Guard shall turn over the keys, electronic “rounds” recorder (or Detex clock), pass along any special instructions to the relief Guard, and annotate the time on the log at the conclusion of his/her watch

C. In between rounds, the Guard’s primary duties shall be to control access to, and egress from, the ship.

(1) After Hours Access - During security hours (1600 to 0800 weekdays and 24 hours weekends and holidays), only ship personnel are allowed access to the ships. All ship personnel will carry DOD NOAA Corps or Wage Marine identification cards. The ship shall provide a list of personnel staying aboard the ship and the guard should be aware of their locations in the event the ship needs to be evacuated. The OOD will provide the Guard with the names of any contactors, scientists, or other personnel authorized to be on the ship. The Guard should note the arrival and departure of the visitors in the security log.

Ships’ personnel may escort official visitors during security hours without prior approval. Ships’ personnel may escort members of their immediate family, i.e., parents, spouses, children, on the ships for brief periods. However, all visits must be noted in the security log.

Other persons who do not meet any of the above criteria but who maintain that they are authorized to enter the compound during security hours will not be permitted entrance until the Guard receives authorization from an authorized ship representative.

D. The Guards should take all precautions, within their authority, to prevent theft of government property anywhere on government owned or government leased space, including docks, ships and sheds.

E. Incident Reporting - Maintain a legible, handwritten log of significant events happening during each watch, such as all personnel entering or leaving the compound after normal business hours; arrival and departure of contractors, any incidents, etc.

Daily log sheets will be furnished by the Government and turned in to the ship’s OOD at the beginning of each workday. The Ship Command may change the format of the log sheets or the information required on them at any time. In case of problems on the compound that require immediate attention, the Guard shall first notify his/her supervisor in the Contractor’s organization. If unable to resolve the problem, the guard shall contact the OOD, or appropriate personnel by telephone. The ship OOD’s will provide contact information for problems concerning the ships.

F. Security Rounds - The Guards shall perform the following duties while making security rounds:

(1) Ships and compound - The Guards will:

(a) remain observant for signs of fire or water damage;

(b) visit each key station and punch the clock;

(c) walk the perimeter of the property and dock, checking for leaking hoses and/or loose mooring lines;

(d) observe any small boats prescribed by the OOD and keep all unauthorized personnel off or from being in close proximity to these boats;

(e) not allow private vessels to tie up to the NOAA ship unless previously notified.

(2) Ships - The Contractor shall be responsible to the Government for the protection and physical security of the property, material and equipment on board the NOAA Ship ROLALD H. BROWN, NOAA Ship NANCY FOSTER or other visiting NOAA Ships in-porting in Charleston.

(a) The Guard shall patrol all spaces of the vessel, inside and out, being alert at all times for fire, any malfunctions of operating machinery, high water level in bilges or other spaces, excessive strain on mooring lines, unauthorized persons aboard, proper lights being displayed, ports and doors closed or opened as necessary, and any other factor bearing on the safety and security of the vessel.

(b) The Guard shall check certain gauges and dial readings on machinery such as generators, pumps, compressors or on any other machinery and notify ship’s personnel if temperatures are above normal.

Dials and gauges will be marked as to what the correct temperature is.

(c) The Guard will notify ship’s personnel if any temperature, pressure or fluid levels exceed the posted safe level ranges or any incident occurs that will endanger the safety and security of the vessel.

(d) The Guard will keep a log of all activities and incidents occurring during his/her watch.

(3) Duties - The Guards shall take all precautions during patrols, within their authority, to prevent theft of Government property anywhere on Government owned or Government leased space. No unauthorized persons should be on the ships, in the gear sheds or any NOAA small boat.

Guards should check for proper identification for any personnel found in the area during security hours. The Guard should annotate the name, social security number, agency/organization unit, identification card number and purpose for being in the area in his log for all unknown personnel found in these areas during security hours. The Guard should ensure all ships, sheds, boats and gates are secure as specified above and annotate in the log.

G. Telephones - The Guards shall answer all incoming telephone calls while on the ship. The guard is only required to take a message and leave it in place designated by the ship Command. The Guard should not offer or request any information not require for a simple message.
