About this file

This is a Determination & Findings (D&F) document for a sole source contract award justifying authorization to solicit from a single source without competition.

The 502d Contracting Squadron at JBSA-Randolph, Texas is awarding a contract to Veolia Es Technical Solutions (Cage Code: 3C7H6, Port Arthur, Texas location) for the incineration and sanitization destruction of SAP IT equipment at Joint Base San Antonio (JBSA) Randolph. The contractor must provide all management, tools, supplies, equipment, and labor necessary to perform the work in strict compliance with the Department of the Air Force (DAF) Special Access Programs (SAP) I.T. Sanitization Standard Operating Procedure (SOP) 2021. Key contractor responsibilities include on-site coordination of equipment staging and deliveries, allowing AETC Advanced Programs Division personnel to physically witness the incineration process from start to finish, determining appropriate on-site delivery locations, complying with sanitization procedures for temperature and particle size requirements, following all safety and security guidelines, and maintaining proper egress within the work area in compliance with fire codes.

The sole source justification is based on RFO 13.101(b) (Noncommercial Products and Services) and GSAR 538.7104-3(a), citing that only one source is reasonably available. The determination concludes that Veolia's Port Arthur facility is the only known vendor capable of meeting the Government's requirements due to its specialized thermal destruction capabilities, state-of-the-art commercial incinerators achieving required extreme temperatures and exact post-burn particle sizes, secure viewing platforms for government oversight, EPA and TCEQ permits, and ability to provide Certificates of Destruction. The geographic restriction to facilities within Texas was established to optimize use of Government resources, as AETC personnel will travel from JBSA using a Government-owned vehicle. The Contracting Officer approved this determination on July 17, 2026.

Text version

SAP IT equipment. Per DAF SAP IT Sanitization SOP 2021, due to the potentially sensitive nature of the devices and the technical nature of the procedures, all destruction procedures enclosed within the Sanitization SOP, or other DoW CIO registered component SOP, shall be conducted by a two-person team. The two-person team shall consist of two appropriately cleared individuals. Two appropriate AETC personnel will travel from JBSA to the nearest facility using a Government Owned Vehicle. In the interest of ensuring the best use of Government resources and safeguarding sensitive material, traveling to the nearest approved facility is in the best interest of the Government. Therefore, facilities outside of Texas cannot be considered.

An evaluation of Veolia Waste Services' facility in Port Arthur, Texas confirms they possess the specialized thermal destruction capabilities, security infrastructure, and operational flexibility required to meet and exceed the Air Force's stringent requirements. Most importantly, Veolia fully meets the non-negotiable requirement to perform all destruction operations in strict accordance with the Department of the Air Force (DAF) Special Access Programs (SAP) I.T. Sanitization Standard Operating Procedure (SOP) 2021. Their state-of-the-art commercial incinerators reliably reach and maintain the extreme temperatures necessary to achieve the exact post-burn particle size mandated by the DAF SOP, guaranteeing the total, irreversible physical destruction of all solid components and microchips.

Beyond physical destruction, Veolia's facility is fully optimized to support critical government security protocols, providing secure viewing platforms that allow designated AETC Advanced Programs Division personnel to maintain uninterrupted, physical line-of-sight oversight of the entire feed and burn process. Furthermore, as an EPA- and TCEQ-permitted facility, Veolia exceeds basic requirements by offering superior administrative agility, prompt scheduling to match urgent military timelines, and legally binding Certificates of Destruction that establish an unassailable audit trail for defense security inspectors.

For the reasons stated above, Veolia Es Technical Solutions (Cage Code: 3C7H6, Business Size: Large), Port Arthur, Texas location is the only known vendor that will satisfy the Government's need.

5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.

6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
