About this file

This is a Design Build Project Advertisement issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design & Construction Division for the Department of Natural Resources (DNR). The project involves designing and constructing solar array installations at five DNR locations: Cadillac Customer Service Center, Traverse City Customer Service Center, Gaylord, Escanaba, and the Gaylord Repair Center. A mandatory pre-proposal Teams meeting is scheduled for May 15, 2025, with bids due on May 28, 2025, at 2:00 p.m. Eastern time. The Design Build Entity (DBE) will be responsible for conducting a comprehensive study, including site placement, interconnection points, utility conflict assessment, and complete design and construction services. The project targets specific energy generation goals for each location, with the Traverse City site designated as a Deduct Alternate.

The project has a proposed schedule with contract approval expected on June 23, 2025, the Design Build Entity to be under contract by July 7, 2025, construction commencing in August 2025, and substantial completion targeted for January 3, 2025. A 5% bid security is required, and all bid responses must be uploaded to SIGMA VSS. The project requires compliance with state and local codes, including SESC and EGLE regulations, and necessitates a State Project Registration (SPR). Attachments include site diagrams, utility bills, existing prints, and electrical panel photos. Bidders are limited to two attachments (each under 25 MB) and must follow specific submission guidelines, with questions to be emailed to the project director by May 22, 2025.

Solar panels will be added at each site noting points of interconnect, PV concept, and addressing possible utility location conflicts. Traverse City site to be a Deduct Alternate.

Additional Considerations:

• Ground penetrating radar may be needed to locate existing utilities

• There will be one contract issued for all 4 sites

• All sites will need field verification

• Include topography survey, push-pull testing and soil borings as needed to perform the work

• Target design goals for energy are as follows: Cadillac (target 110% 32 kw annually) Traverse City (20 kw annual utility limit) Gaylord (32 kw Repair Center / 16 kw CSC) Escanaba (31 kw)
