About this file
This document is the required language for procurements issued by the Massachusetts Department of Elementary and Secondary Education (DESE). The DESE seeks a qualified vendor to serve as a strategic implementation partner for the Adult Learner Opportunity and Workforce Pathways Initiative, which expands access to English language learning, strengthens workforce pathways, elevates learner leadership, and supports the development of a diverse and culturally responsive adult education workforce. The initiative is supported through state line item 1596-2514 and is covered under World Trade Organization (WTO) provisions. No specific response dates, due dates, site visits, bidders' conferences, award dates, or contract terms are identified in this document.
This procurement requires compliance with Massachusetts procurement laws and regulations overseen by the Commonwealth's Operational Services Division, as well as federal procedures under 34 CFR Part 74.40-8 and Part 80.36. All materials and deliverables developed using Commonwealth funds become DESE's property unless otherwise specified. Bidders must comply with the Commonwealth's Digital Accessibility Standards, including Web Content Accessibility Guidelines (WCAG) version 2.1 levels A and AA. Vendors must identify all personnel or subcontractors who will work with students or in educational settings to facilitate criminal offender record information (CORI) background checks. The Department reserves the right to reject bids, request interviews, modify specific bid aspects, and award contracts to multiple vendors. If the project is funded through federal sources, vendors must provide access to books and records to both the Commonwealth and federal funding sources upon request.
