Description of Requirement

Government Contract Request: Live Airshow Broadcast Production

Overview:

The government seeks proposals for the development and execution of a live sports-style broadcast originating from the show center, integrated with key personnel such as the air boss, show director, show announcer, and local Public Affairs and Base Communications sound team.

This broadcast aims to showcase the base, its military force, related recruitment opportunities, local history, and performer-related stories. The contractor must ensure professional production quality, coordination with relevant personnel, and distribution across various platforms.

Scope of Work:

Broadcast Development and Integration:

Collaborate closely with the air show director and base Public Affairs Office (PAO) to develop relevant content and sponsor messaging.

Integrate live broadcast elements such as air boss, show director, announcer, and PA sound team.

Provide professional crew and production equipment tailored for live air show broadcast.

Equipment Provision:

Supply three large video displays capable of supporting thousands of concurrent live on-site viewers, with one display remotely connected to the aircraft ramp for Static Display aircraft.

Configure and provide necessary props and lighting for at least two broadcast hosts with extensive aviation knowledge.

Broadcast Distribution:

Configure and broadcast high-definition video streams for distribution via YouTube, Facebook

Live, event website, other Department of Defense (DoD) outlets, and local TV stations.

Manage multiple social media platforms, including accounts owned by the Air National Guard

(ANG) or DoD, with a nationwide social content push and pre-event promos.

Production Requirements:

Deliver standard production elements such as intros, graphics with factoids, etc.

Ensure experienced broadcast hosts with extensive aviation knowledge.

Company Performance Requirements:

Demonstrate a track record of producing five air shows in the last two years, with at least three held at military installations.

Government Support:

Furnish a dedicated cable Internet connection with minimum speeds of 100Mbps up/down at the

Air Boss stand.

Provide single-occupancy hotel accommodations for the agreed production crew.

Supply quiet generator or shore power at the production compound.

Provide daily ice, water, and box lunches for the production crew during the event days.

Production Timeline:

Wednesday, June 5, 2024: Arrival, Park, and Power

Thursday, June 6, 2024: Equipment Set-up

Friday, June 7, 2024: Broadcast rehearsal

Saturday and Sunday, June 8-9, 2024: Live broadcast (Times TBD)

Additional Requirements:

Emergency Messaging and Crowd Engagement:

The contractor must be capable of securing large video screens for use in the crowd area to disseminate emergency messaging in case of weather alerts, lost child notifications, active shooter situations, or other critical messages.

Enhanced Attendee Experience:

Secure broadcasters to enhance the experience for attendees who may not be positioned on the flightline but are enjoying other aspects of the open house, such as the STEAM Expo, veterans area, and static displays.

In-Cockpit Experience:

The contractor should have the capability to install on-board cameras for a selection of air show acts, providing attendees with a true in-cockpit experience of the aerial maneuvers and performances.

Conclusion:

The contractor must demonstrate proficiency in fulfilling these additional requirements to ensure comprehensive coverage, attendee engagement, and safety during the air show event.
