Two (2) Each, C-17 Cargo Bay Maintenance Stands
The C-17 Cargo Bay stand is required for use during specific test missions. When the specific test asset is loaded into the C-17 aircraft, critical components required for flight are not accessible. These stands will provide the aircraft maintenance personnel the capability to reach elevated heights inside the cargo bay of the C-17 and to maneuver around the specific test asset in order to perform scheduled/unscheduled maintenance to areas, previously inaccessible while test assets are loaded in the cargo bay, including but not limited to antenna electronic units for Global Positioning System (GPS), flight control components, fuel quantity computer components, bleed air components, and other environmental heating/cooling systems components. Standard C-17 maintenance stands and/or commercial grade scissor or boom lifts are not capable of being used inside the C-17 when the specific test item is loaded; therefore, the specialized stands are needed for missions requiring the loaded specific type test asset.
Product or Service Description:
C-17 Cargo Bay Stand. Deck height adjustable from 10' to 13', 13’ between legs, max O/B width of the stand is 14’, stay out Area is 8 feet high, telescopic ladder with safety chain(s), telescopic handrail with locking pins, tie down eyes with shackles, high capacity low roll resistance swivel casters with brakes.
Includes labor, material, assembly, shipping, owner's manual, 1 year warranty, and familiarization training.
Description of items to be acquired:
The purpose of C-17 cargo bay maintenance stand is to provide proper fall protection for workers who are required to work at elevated heights in compliance with the OSHA Standards while inside the cargo bay of a C-17 aircraft. The fall protection is provided by a complete system of structural framing, ladder, removable, fixed, and telescopic handrails, locking casters and access stairs. These key components function together to provide a complete fall protection system.
A. Performance Requirements:
1. Fabrication and Shipment to final destination
2. Stand able to roll inside C-17 cargo bay, with 4 ea ¾” tie down eyes with shackles on lower frame above casters on outboard side.
a. Top of platform at lowest height is 11 feet, the bottom of the platform deck may be no lower than 10 feet.
b. Deck height adjustable from 10’ to 13’
c. 13’ between legs, max O/B width of the stand is 14’
d. Stay out Area is 8 feet high
e. Platform width 4 feet
f. The overall maximum length shall be 14 feet
g. Tie down eyes should be attached to the lower frame above the wheels on the outboard side this would require 4 as a minimum. If the manufacturer engineer feels more are required to restrain the stand for transport on a truck or on an aircraft that is the engineers call. Tie down eyes should be capable of accepting a minimum of ¾ inch shackle or a standard military 5000 lbs tie down strap or a 10000 lbs tie down chain.
3. Corrosion Resistant Materials to include Corrosion resistant aluminum
a. All steel components will be nickel plated or galvanized for corrosion resistance
b. Telescoping platform legs with nylon bushing inside aluminum tubes for ease of lifting and stand longevity
c. Heavy duty floor Jacks to stabilize stand and weight requirements
d. If a single jack on each side is used, the jacks can be cranked by two people simultaneously separately with crank capability at each jack. If multiple jacks are used on a side, they could be interconnected. The stay open area defined in the requirement prevents the use of shafts and gearboxes to interconnect the two sides.
4. Modular Construction - simplified fabrication, assembly and ease of on-site assembly/disassembly
a. Shipping using standard trucking methods
b. Tow bar, steel construction, removable, with lunette end to connect to tow vehicle
c. Safety & instructional labeling (live/dead load limits, operating procedures, cautions & warnings)
d. The screw jacks should be able to have the capability of operating simultaneously, as well as independently.
5. High Capacity - low Roll Resistant Swivel Casters
a. Easily moved or transported in any direction by as few as one person
b. No-flat all-terrain caster wheels
c. Swivel lock with wheel brake
d. Caster capable to hold stand weight, plus 800 lbs working load, plus a safety factor
6. OSHA Compliant Deck Surface
a. 800 lbs. working load
b. Slip resistant
c. Self-draining
d. Measuring rod on legs to identify deck height on each side during height adjustments
7. OSHA Compliant Access Ladder
a. Slip resistant, traction tread ladder rungs to provide slip resistant footing
b. Safety chain(s) at top of ladder
c. Easily ascend & descend
d. Due to space constraints, the ladder shall be vertical.
e. Two sliding ladder sections is what is preferred.
8. Telescopic OSHA Compliant Handrails (removable and fixed)
a. Lightweight aluminum fabrication
b. Top and Mid rails with built-in 4” toe-kick
c. Easily removable deck handrails (can be removed from atop the deck). Fold-in handrails are not acceptable.
d. Telescopic Handrails 24’’ to 42’’ on the ends, 36’’ to 42’’ in the middle. The requirement for 24” is based on stand configuration and position in the cargo compartment.
e. Handrails do not have to be any specific powder coating color.
