1. Question: Are the drawings coming from WAPA pre-engineered and are they in shop drawing format?
Response:
The drawings from Western are engineered and include erection and shop drawings. The shop drawings for lattice structures would be similar to SHX-1 through SHX-10.
2. Question: In “Steel Structures for WAPA specification” page 12 section i . What assembly specifically, if any, needs to be done by the Contractor?
Assembly of a structure will be indicated on each individual delivery order when required. For example, the contractor could be required to assemble a Communications Tower, a lattice substation structure, a Take-Off Structure , Box Structure, or platform, etc, under the terms and conditions of this contract and delivery order requirements.
3. Question: Does the “Steel Structures for WAPA specification” attached to the solicitation package supersede the “WAPA Constructions standards “Standard 5””?
Response:
Please disregard the inclusion of Section 5 of Western Area Power Administration Construction Standard (titled Transmission Line Steel Pole Structures) as it was erroneously included in the solicitation. Western Construction Standard 5 does not apply to this requirement.
4. Question: (As per page 14 of the “Steel Structures for WAPA specification” section C2c) -Do Mill cert. on materials and galvanizing need to be submitted and received/reviewed by WAPA before the products are shipped to site? Can electronic copies be submitted to speed up delivery? Will a notice of receipt be sent from WAPA before shipping is approved?
No, Mill Certs must be kept for later inspection for problems if they arise or if Western specifically requests them on an individual order. Electronic copies can be sent when required. No shipping can be done unless Mill Certs are required ahead of time. These are not normally required to be sent to Western for most orders.
5. Question: (As per “WAPA Constructions standards “Standard 5”” page 5-17 under 5.1.7) Is a WAPA Inspector required to be onsite for all weld inspections?
If so who pays travel expenses?
Please see response to #3 above. This is not required.
6. Question: (As per “WAPA Constructions standards “Standard 5”” page 5-18 under 5.1.8) Are weld markings for each member accepted vs. stamped markings?
Please see response to #3 above. This is not required.
7. Question: Will a fabricator be considered who routinely performs structural work with angle iron, but has not fabricated lattice towers in the past?
Yes, they will be considered.
8. Question: In regards to the tube structure designs, can the column members be fabricated in 24' lengths to accommodate a single dip process for galvanizing as well as the press break limitations for our area, or will these items require full length (per sample drawings) fabrication and if so, will a multiple dip process be allowed?
No they cannot be fabricated in 24 ft lengths. The column members require full length fabrication as indicated in the sample drawings.
9. Question: With the six sided and twelve sided tubular structures, there are spans over 25’ in length between field splice locations (for example, the 55’ Ground Mast – Type I). We have a 22’ brake press. Can we redesign the structure with two field splices, or would we have to find someone who can bend a 30’ length of steel?
Response:
No they cannot be fabricated in 25 ft lengths. The structure would have to be supplied as shown on the drawings.
