1. Question: Is there anyway or where we can go to get current drawings of the parts needed? Some of the drawings are scans and they are very hard to get dims off of.
Response:
The sample drawings included in the RFQ were provided to give potential offerors an understanding of the depth and complexity of the fabrication requirements under this prospective contract. Please note this contract has ten types of structures shown that would require hundreds of drawings to fabricate them. These drawings were not included and will not be provided at this time.
Also there are hundreds of structures with thousands of drawings that would be required to fabricate these structures under the contract after award. The sample drawings reflect the best quality currently available and are largely viewable by expanding the view of the PDF file on the computer.
2. Question: Please confirm the following weights for the 5-year IDIQ:
Lattice tower steel (total weight to be ordered over this period): 420,000 lbs Tubular pole steel (total weight to be ordered over this period): 2,430,000 lbs
It appears that you added the CLINs for tubular pole steel and lattice tower steel to obtain the amounts above.
The weights provided in the solicitation are estimated quantities only. Each CLIN may have more or less than the estimated quantity over the span of the IDIQ within the overall scope of the contract.
3. Question: Who will be responsible for the final design of each tower or tower sub-assembly? Will the government provide the design and we would only be required to perform drafting services for fabrication drawings, or would we be responsible for the engineering and design based on preliminary government designs?
Response:
The Government is will be responsible for the design of each tower or tower assembly.
Not all orders will require erection and fabrication (shop) drawings. When these services are ordered (under CLIN 009 or CLIN 0010), the contractor will be responsible for drafting services for erection and fabrication (shop) drawings.
Please refer to Specifications Section C.1(a)(4) (located at page 2 of the
Specifications attachment) and Specifications Section C.1(c) (beginning at page 3 of the Specifications attachment) regarding drawings guidelines..
4. Question: Contract line item number (CLIN) 0008 indicates 400,000 pounds of shop assembly, are there any preliminary details showing the sizes required to be assembled? Is there a possibility that an entire 70’ tower would have to be shop assembled at our facility (and broken down) prior to transport on-site?
Not all orders will require shop assembly. There is no way to forecast at this time what orders will require shop assembly by the contractor. Additionally, we are unable to forecast what sizes of structures will require shop assembly. Any delivery orders requiring shop assembly would have to be assembled at the contractor’s facility (to ensure they fit together in accordance with the standards and specifications) and then broken down or partially broken down for transportation to the site designated in each delivery order. Please refer to Specifications Section C.1(a)(3) (located at page 2 of the Specifications attachment) and Specifications Section C.1(i) (located at page 3 of the Specifications attachment) regarding shop assembly guidelines.
5. Question: For trucking purposes, will shop assembled sizes be oversized?
Response
Please see response to question #4. Additionally, all delivery orders (either the entire structure or “broken down” structures) will be able to be shipped on standard size semi-trucks without oversize requirements.
6. Question: Will any equipment such as forklifts be made available at off load site?
Not all delivery orders will require off-loading at the delivery site. Only orders that include CLIN 0016 will require off-loading by the contractor. When off-loading is required on the delivery order the contractor shall provide the equipment/machinery required to off-load the order (such as forklift, crane, etc.).
Please also refer to Section C.4 of the solicitation at page 16. In all other orders the government will be responsible for off loading the steel.
7. Question: Regarding delivery, will different rates be allowed for the various locations within the 15 state delivery range or will one rate be applied to all deliveries?
Please refer to Section C.4 of the solicitation at page 16. Shipping costs are not paid by the government unless shipping to more than one location. If more than one delivery location is required in a delivery order, an additional $400 will be paid for each additional delivery site.
8. Question: I am looking at Solicitation Number: DE-RQ65-11WA46685, and find that there is a lot of missing information that is needed in order to place an educated bid. Would you please look into this, and provide the missing information, and drawings.

In reference to:
43-25D 2200, 43-25D 2202, 43-26D 2200, these are outline drawings of two different tower types. The drawings show the overall dimensions of the tower and the weight of it as well as member sizes. The fabrication drawings would be like those shown on SHX_1 through SHX-10. Drawings SHXe1 through SHX-e7 are erection drawings for a structure similar to this.

DIMENSIONAL INFORMATION IS MISSING.
All of the drawings indicated above and the sample drawings included with the solicitation are for informational purposes only on the types of structures that may be required. This specification included ten different structure types.
Under this contract there will be hundreds of potential structure types that may be required to be fabricated. These structures will be similar to these ten different types but not the same. We did not plan on sending out the hundreds of drawings required for these ten types of towers to every bidder to see since they are only samples and only one type was necessary to see the type and complexity of the drawings needed and to be used under this specification.
That was the purpose of sending out drawings SHX_1 through SHX-10 and SHXe1 through SHX-e7 to show one type of structure drawings. We are not asking to fabricate a structure at this time. Sample drawings were only provided to show prospective offerors the depth and complexity of what will be required in the future under this contract.
10. Question: All of the remaining hand-drawn drawings are so degraded I cannot even make out the drawing numbers to list them. Are there more legible drawings available?
Please see response to #1 and #9.
11. Question: Is there an engineer’s estimate for this project?
Response:
The estimated magnitude of the contract is provided at page 2 of the solicitation. Additionally, quantity estimates for each CLIN are shown on the Schedule of Supplies/Services on pages 3 and 4 of the solicitation.
12. Question: Are there any requirements to solicit Disadvantaged Business Enterprises subcontractors who are registered MBE/WBE/SBE/DVBE firms?
No. This is a Department of Energy project which has been issued as a Small Business Set-aside.
13. Question: Is there a scheduled Pre-bid Meeting?
No. A pre-bid or pre-proposal meeting will not be conducted for this requirement.
