About this file

This is an internal email chain and departmental update regarding Invitation to Bid 26-XX for the Utilities Administration Building Renovation, involving the Bay County Purchasing Department, Facilities Maintenance Division, and project stakeholders in Panama City, Florida. The project encompasses interior office space renovation at the Bay County Utility Services Administrative Building located at 3410 Transmitter Road, Panama City, Florida 32404. According to the March 26, 2026 update, the scope of work has been modified to exclude the remodeling of the IT closet and adjacent office, which will remain as existing conditions. The original scope included additional line items that have been revised, and temporary modular units will be placed at the facility with specific reference to 1-inch conduit runs. The Statement of Work, VBA drawings with Addendum 1, and Request for Solicitation were distributed to the Purchasing Department on March 13, 2026. Electronic or sealed paper submissions are due by 2:30 PM on Tuesday, May 5, 2026, with public opening immediately following the deadline. Any submissions received after the specified deadline will not be considered.

The file does not contain detailed pricing terms, set-aside requirements, incumbent information, or specific funding sources and amounts. However, the correspondence indicates that scope modifications necessitated the issuance of an addendum to the original ITB 26-XX solicitation to document the removal of the IT closet and adjacent office renovation from the contract requirements. Key project contacts include Stefanie Eastland (Small Projects Coordinator, Facilities Maintenance Division) and Ken Longstreet (Grant Procurement Administrator, Purchasing Department). The project represents a standard state and local government procurement process with standard competitive bidding procedures.

Placement of temporary modular units.pdf

Hi Ken, Okay, so we are not going to be remodeling the IT closet and the adjacent office after all, so they will remain as they are. I removed this line from the scope.

Also, I added one line to the scope.

Line added to Scope

Attached is the Scope and I also attached a visual of where the modular units will be placed for reference to where the 1” conduit runs.

IT closet and adjacent office are remaining as existing rather than being remodeled.

Thank you, Stefanie

Hi Ken, I wanted to give you a heads up, we may be leaving the “enlargement of the IT closet as is” (removing from the scope), see red outlined area below. Am having a meeting next Thursday and will follow-up with you afterwards. If we leave this portion out of the scope, we will need to have Purchasing add an Addendum to this project. Thanks.

Thanks, Stefanie
