About this file

This email chain constitutes an internal departmental update regarding Invitation to Bid (ITB) 26-XX for the Utilities Administration Building Renovation project in Bay County, Florida. The project scope underwent revisions between March 13, 2026 and March 26, 2026, with the primary change being the removal of the IT closet and adjacent office remodeling work from the scope of work. Stefanie Eastland, Small Projects Coordinator for the Facilities Maintenance Division, initiated the solicitation on March 13, 2026 by providing the Purchasing Department with the ITB Statement of Work, VBA drawings including Addendum 1, and a Request for Solicitation. Following an internal meeting, Eastland notified Ken Longstreet, Grant Procurement Administrator, on March 26, 2026 that the IT closet enlargement would remain as-is rather than being remodeled, requiring a formal addendum to be issued to potential bidders. The email also references the placement of temporary modular units at the facility and indicates that one line was added to the scope, though the specific addition is not detailed in the correspondence.

The project location is identified as the Bay County Utility Services Administrative Building at 3410 Transmitter Road, Panama City, Florida 32404. The procurement seeks sealed or electronic submissions from qualified vendors to provide all necessary labor, supervision, equipment, and supplies for the interior office space renovation. Submissions were to be received by 2:30 p.m. on Tuesday, May 5, 2026, with public opening immediately following the deadline. The email distribution to Michael A. Miller, Ken Longstreet, and the Purchasing Department indicates multi-departmental coordination, with Facilities Maintenance Division providing project specifications and the Purchasing Department managing the formal solicitation process and addendum issuance.

Placement of temporary modular units.pdf

Hi Ken, Okay, so we are not going to be remodeling the IT closet and the adjacent office after all, so they will remain as they are. I removed this line from the scope.

Also, I added one line to the scope.

Line added to Scope

Attached is the Scope and I also attached a visual of where the modular units will be placed for reference to where the 1” conduit runs.

IT closet and adjacent office are remaining as existing rather than being remodeled.

Thank you, Stefanie

Hi Ken, I wanted to give you a heads up, we may be leaving the “enlargement of the IT closet as is” (removing from the scope), see red outlined area below. Am having a meeting next Thursday and will follow-up with you afterwards. If we leave this portion out of the scope, we will need to have Purchasing add an Addendum to this project. Thanks.

Thanks, Stefanie
