About this file
This document is a Business Justification / Sole Source Justification prepared by the University of Southern Mississippi's School of Ocean Science & Engineering, involving the U.S. Department of Commerce NOAA and Texas A&M University as funding partners for the Integrated Ocean Observing System (IOOS) research. The justification pertains to the purchase of three Hefring Ocean Scout Battery sets for an Oceanscout seaglider, which was delivered on April 1, 2024, to support hurricane modeling and forecasting research in the Gulf of Mexico region.
The battery sets are priced at $4,000 each, with the university seeking to purchase all three in a single lot to optimize shipping and procurement efficiency. The research is funded through grants from NOAA and Texas A&M, and the additional battery sets are necessary to complete the proposed research grant project. The document is dated March 10, 2025, and is signed by Stephan Howden, Professor, and Christopher Hayes, Associate Director of the School of Ocean Science & Engineering, indicating internal approval for the sole source procurement.

Business Justification / Sole Source Justification for Hefring Ocean Scout Battery
The Ocean Observing research group in the School of Ocean Science & Engineering at USM has been funded by the U.S. Department of Commerce NOAA and Texas A&M to participate in the Integrated Ocean Observing System research. IOOS is worldwide and USM is one research partners in the Gulf of Mexico region. This particular project is supporting the enhancement of hurricane modeling and forecasting abilities.
USM took delivery of the Oceanscout seaglider April 1, 2024. It has been determined after our initial research mission that 3 more sets of batteries will be required to complete the proposed research for the research grant project. The individual set costs $4,000 but due to the cost of shipping and the savings of time with purchasing/shipping/receiving we would like to purchase all three in one lot.
