About this file
This is an addendum to a Request for Proposals issued by MMCAP Infuse, a national cooperative group purchasing organization for state, county, and local government entities, in partnership with the Department of Administration. The addendum, dated January 30, 2024, addresses questions submitted by potential bidders regarding the solicitation for dental products, equipment, and services. MMCAP Infuse serves over 1,000 members across all regions of the United States representing corrections, public health, public safety, schools/universities, mental health, and convalescence/nursing facilities. The RFP is a new solicitation (not a refresh of an existing contract) for qualified vendors to provide comprehensive dental products, equipment, services, and distribution capability to all member organizations. Awarded vendors are expected to provide equipment installation, service, and repair capabilities. The proposal due date is February 23, 2024, at 2:00 p.m. Central Time, with no revised date indicated.
The dental contract category represents over $21 million in annual sales across MMCAP Infuse membership, with top-selling products identified in the cost proposal worksheet. Responders may be evaluated as specialty vendors if they specialize in a narrow spectrum of dental products and services, such as laboratory services, CAD/CAM dentistry, crowns and bridge products, and dental parts and accessories, provided they can serve the entire membership and complete all required proposal elements. Vendors unable to offer specific product categories or services should enter "no bid" in the cost proposal spreadsheet with explanatory comments. Responders must demonstrate the ability to supply at least ten states through service locations, previous transaction documentation, or marketing materials. Vendors should outline proposed order fulfillment timeframes in their technical proposals, with expectations that core products be stocked while drop-shipped and special products may also be included. Diverse and disadvantaged businesses are encouraged to participate, with preference points available for Minnesota-certified targeted group vendors, veteran-owned businesses, and Minnesota resident vendors. Shipping costs should be separated from product costs and included in the order fulfillment, delivery, and returns section of the technical response.

Addendum # 1
Addendum No.: 1 Date of Addendum: January 30, 2024
Due Date, Time: February 23, 2024, at Revised Date, Time: N/A 2:00pm Central Time
MMCAP Infuse Department of Administration /
RFP Coordinator: Nalee Xiong Agency: MMCAP Infuse
OSP Website Reference No.: 33804
RFP Title: Dental Products, Equipment and Services
Scope of Addendum
The following are answers to questions submitted to MMCAP Infuse:
1. Question: Could you share the anticipated yearly contract expenditure of this particular category?
Answer: MMCAP Infuse currently has over 1,000 Members actively using dental contracts across all regions of the United States, with sales totaling over $21 million annually.
2. Question: We received an invitation to bid for the Infuse program in MN and I would like to find out more information on what this is all about.
Answer: MMCAP Infuse is a national cooperative group purchasing organization for state, county, and local government, with Members representing corrections, public health, public safety, schools/universities, mental health, and convalescence/nursing. Our mission is to ensure best value for pharmaceuticals and healthcare products and services for our Members by executing contracts that streamline the solicitation process and leverage aggregated volume to drive deeper discounts.
MMCAP Infuse develops vendor relationships through a public, competitive solicitation process, beginning by publishing a Request for Proposal (RFP). For this RFP, MMCAP Infuse is looking for qualified Responders that will provide dental products, equipment, services, and distribution capability, either with a distributor partner or manufacturer direct to all MMCAP Infuse Members. In addition, awarded Responders are expected to offer a comprehensive product and service program, which at minimum includes equipment installation, service, and repair of equipment purchased through the agreements.
3. Question: Is this a refresh on pricing for the existing contract based on current products or is this a new solicitation for dental?
Answer: This Request for Proposal (RFP) is a new solicitation for dental products, equipment, and services. RFPs for established programs are typically released every five years.
4. Question: Is it possible to have access to the last bid tabulation? Annual and monthly usage report?
Do you have an inventory report for each facility?
Answer: Generally, this contract represents over $21 million in sales annually, and the top selling products historically are reflected within the “Top Spend” sheet of the provided Cost Proposal Worksheet. As participation in these contracts by our members is voluntary, usage may vary.
5. Question: We are a provider of Dental Laboratory Services and going through the solicitation it appears that Dental Laboratory Services are part of the procurement plan, but not a priority item. We can only provide a few of the items in the Non-Core Products tab of the spreadsheet: CAD/CAM Dentistry, Crowns & Bridge Products, Dental Parts & Accessories.
A. Given this situation, would you advise us to submit a proposal to this RFP? and are we required to complete all the questions asked in the Technical Proposal Questionnaire?
Answer: There is opportunity for Responders to be awarded as a specialty Vendor. To be considered, Responders will need to fully complete the Technical Proposal Questionnaire along with all other items outlined in Section 1, Step 3 (Instructions to Responders, Documents making up a complete proposal). This is described within Section 2 of the RFP: “Under this solicitation, if there is a Responder that specializes in a narrow spectrum of dental products, equipment, software, lab or other services, the Responder may be evaluated separately under Section 3 of this RFP. However, the Responder must be able to serve the entire Membership and still answer all the inquiries within this
RFP.”
B. Please confirm if it will be fine to provide pricing for just CAD/CAM Dentistry, Crowns & Bridge
Products, Dental Parts & Accessories in the pricing spreadsheet.
Answer: For the “Non-Core Products” tab of the Cost Proposal, if you’re unable to offer a category of items, enter “no bid” in Column B. Similarly, on the “Services” tab, if you do not offer a particular Service, please enter “no bid” in Column D. If there are additional services that you would offer that are not included as part of the “Services” tab, please include those as part of the “Additional Value Offerings” tab. Finally, if you do not offer any of the items within the “Top Spend Items” tab, please add comments in Column J for each item you’d be unable to offer, explaining why you’re unable to bid on those specified items.
C. Please explain what would constitute as evidence for the third requirement of Minimum
Qualifications “Responder will provide evidence they are able to supply at least ten (10) states.”
Answer: Evidence may include service locations in a particular state, documentation of previous transactions within a state, documentation describing how Members in a particular state would use your services, marketing materials describing coverage areas, etc.
6. Question: For Non-Core Products categories that we cannot offer a fixed discount, but rather a discount that varies by the manufacturer, how would you like this discount % breakdown presented?? In the same excel file, or on a separate attachment??
Answer: Please use the excel file in the Cost Proposal and provide additional context under the comment column.
7. Question: However, I did notice that the RFP did not include the quantity needed for each product. Do you happen to have this information? Many of our products’ pricing does decrease depending on the amount purchased, so we would need this in order to give you the most accurate quote possible.
Answer: MMCAP Infuse contracts are voluntary for Members and spend and items purchased will vary between facilities, though the items included in the Cost Proposal’s “Top Spend Items” tab do represent the most commonly purchased SKUs. As a whole, this contract represents over $21 million in sales annually split across more than 1,000 Members, and we expect proposed pricing to be accessible to all MMCAP Infuse Members for at least a year.
8. Question: As an Illinois diverse business, how can we participate in this RFP/procurement?
Answer: Diverse businesses are welcome and encouraged to respond to this RFP, but only Minnesota-certified targeted group/economically disadvantaged Vendors may be eligible for preference points.
Preference may also be applied for veteran-owned or Minnesota resident Vendors.
9. Question: Since we would not be a prime contractor for this opportunity, how can we let the potential primes know there is an Illinois Disabled Veteran/BEP company that can team with them?
Answer: This solicitation is seeking responses only from Vendors able to directly serve our Members.
Vendors looking to discuss partnership opportunities can find a complete list of current vendors on our website, but it would be at each Vendor’s discretion to pursue establishing a relationship.
10. Question: What is the turnaround time given for supplies and materials? What is the turnaround time given for the instruments? We are on an 8 week turnaround. Do we need to have the instruments in stock?
Answer: Responders should outline their proposed timeframes for order fulfillment as part of their response to the Technical Proposal Questionnaire. All aspects of the Technical and Cost Proposal will be considered as part of the evaluation of proposals when scoring. Turnaround times and the ability to provide key items will weigh into the competitiveness of the solicitation. As described in the Scope of Work, Responders are expected to stock Core Products, but drop-shipped and special products may also be included as part of your proposal.
11. Question: Can the shipping costs be separated from the supply costs?
Answer: Product costs should only be included in the Cost Proposal, Section 4. Shipping charges are to be included in the as part of the order fulfillment, delivery and returns section in the Technical Response.
