Award Delivery Information Summary – RFQ MDC Brooklyn FY2026
This document establishes delivery requirements and procedures for a Request for Quotation (RFQ) for food products to be supplied to MDC (Metropolitan Detention Center), Brooklyn for Fiscal Year 2026. All awarded items must be delivered by July 23, 2026. Deliveries are accepted only on Tuesdays, Wednesdays, and Thursdays from 7:00 AM to 12:00 PM on a first-come, first-served basis. Vendors must schedule delivery appointments with Warehouse Supervisor Dylan Cagnard (dcagnard@bop.gov) within 5 business days of award notification; failure to do so may result in loss of bid and removal from future bidding. The facility is closed on Federal holidays. Contact information includes email (required for all scheduling) and a personal phone number for emergency driver directions only.
Delivery requirements mandate that all products arrive palletized on standard 48" x 40" pallets, tightly wrapped (no metal banding), with a maximum height of 72 inches unless pre-arranged otherwise. Pallets exceeding 2,000 pounds must use blue or red block pallets, not stringer pallets. Driver assistance from carriers is required for unloading; BOP staff cannot enter commercial trailers. All deliveries must include itemized inventory documentation and comply with strict temperature and quality specifications: non-frozen perishables between 34–41°F, canned goods above 34°F (not frozen), and frozen foods at 0°F or below. Items received out-of-date, showing evidence of prior thawing, or failing to meet BOP National Menu Specifications will be refused. Kosher items must display the OU symbol; Halal items require appropriate Halal certification. Receipt may be conditional for up to three days for inspection and testing, with unacceptable items subject to vendor pickup within one week at vendor expense or disposal by warehouse staff.

AWARD DELIVERY INFORMATION – RFQ
Fiscal Year: 2026 Institution: MDC, BROOKLYN
DELIVERY SCHEDULE
All awarded items must be delivered by July 23, 2026, unless otherwise specified. Due to limited storage for dry goods and freezer/cooler goods, vendors must coordinate with the Food Service Warehouse receiving staff for product delivery. Small deliveries may be requested for the first month of the quarter, and future deliveries will be scheduled as space permits.
Deliveries are only received Tuesdays, Wednesdays, and Thursdays unless prior arrangements have been made with MDC, Brooklyn receiving staff. Hours for receiving are 7:00am to 12:00pm on-dock, FCFS. If the delivery is expected to be late, contact with receiving staff must be made to reschedule delivery appointment. No exceptions to late deliveries will be made without notification. Deliveries are made by appointment only, and products will be refused without a scheduled delivery. MDC, Brooklyn Federal Bureau of Prison warehouse areas are closed on Federal holidays, so deliveries will not be accepted.
Contractor failure to meet delivery schedules without an excusable delay and/or failure to conform to contract specifications will negatively affect the contractor’s history of past performance. Past performance information may be used by the Government to make future award decisions and/or may result in a finding that the quoter is not responsible for the award of future requirements.
NOTE: Vendors must schedule delivery appointments with the receiving Food Service Warehouse staff, not shipping companies. If shipping companies attempt to schedule delivery with MDC Brooklyn Warehouse staff, they will be redirected to the vendor.
Delivery Contact: Dylan Cagnard email dcagnard@bop.gov (email required for all delivery scheduling) 347-893-3926 (personal phone number and to only be used in emergency situations) for delivery drivers only, if directions are needed to assist driver.
