About this file
Summary
This Statement of Need (SON) is an informal bid solicitation issued by the Georgia Technology Authority (GTA) on behalf of the Department of Community Supervision (DCS) for IT security assessment services. The solicitation is available exclusively to qualified contractors who were previously awarded through Request for Qualified Contractors (RFQC) 9800-000000-3088. The engagement will examine the status, strength, preparedness, effectiveness, and maturity of DCS's cybersecurity incident response efforts and IT security control implementations across approximately 1,845 users at 65 locations utilizing Google Cloud enterprise (G Suite) and Amazon Web Services (AWS). The assessment will evaluate IT security program controls in cloud and on-premises environments, including the Georgia Reentry Portal application system, against the Center for Internet Security (CIS) Top 20 Controls and NIST SP 800-53 standards. The project duration is six to eight weeks post-award. Questions must be submitted by February 3, 2022, at 2:00 PM EST, with answers distributed by February 10, 2022. Responses are due February 18, 2022, at 2:00 PM EST, with an anticipated award date of approximately March 18, 2022. Work must commence within one week of Purchase Order issuance.
Pricing information must be submitted separately using the Qualified Contractor's Price Response Worksheet (Attachment C), with no cost information permitted in technical responses. The evaluation methodology weights the four mandatory-scored requirements (Statement of Work and Security Assessment Plan at 200 points; Resumes at 150 points; Sample Reports at 200 points; and Engagement Tools at 150 points) and the Price Proposal at 300 points for a total of 1,000 points. The lowest responsive and responsible bid receives maximum price points, with others receiving prorated scores using a standardized formula. All contractor personnel requiring access to sensitive data must complete Georgia Bureau of Investigations (GBI) personnel screening, including fingerprint-based background checks and security awareness training, at contractor expense. Offerors must provide actual redacted samples of previous reports from engagements completed within the past 48 months and demonstrate at least one prior engagement performing a CIS 20 Critical Controls assessment. All engagement data must be stored within the United States, secured with minimum "Moderate" NIST-defined data protection controls, and data breaches must be reported to GTA within two hours per OCGA 38-3-22.

This document is protected from disclosure by OCGA § 50-18-72(a) (25) (A) (i) (2012) Page 9 of 17
• A descriptive information response of the workflow messaging, file management, file storage, file transfer tool/platform to be utilized for the engagement. The response will describe capabilities of workflow messaging, where data is stored, how it is securely accessed, how it is secured in-transit and at rest, and the data classification capability of tool/platform (as described within FIPS 199). This description response will be considered part of the “Engagement Tool” scoring.
GTA expects the offeror’s response contain the following:

For GTA to appropriately evaluate the *MS-4 bid response, the Contractor needs to address ALL the stated response areas. Failure to provide a full listing of ALL proposed engagement tools, a clear general service description for EACH TOOL and a clear identification of the work area(s) where EACH TOOL will be used will negatively impact the scoring for the “MS-4” requirement.
